Welcome to Naval Station Norfolk, the largest naval base in the world! With 14 piers and 11 miles of piers and wharf space, it serves as the strategic deepwater home port for the U.S. Navy's Atlantic Fleet and can accommodate approximately 75 deep-water ships. NAVSTA Norfolk is home to over 25 tenant commands and employs nearly 80,000 service members and civilians.

NAVSTA Norfolk is located in the area of Virginia known as Hampton Roads, which includes the Cities of Newport News, Hampton, Norfolk, Portsmouth, Virginia Beach, Chesapeake, and Suffolk.

Procedures for Entering the Base

Whether you’re going to Naval Station Norfolk for a PCS, TAD/TDY or just to visit, there is some key information you’ll need to know to ensure a smooth arrival.

Getting to NAVSTA Norfolk from Nearby Cities

NAVSTA Norfolk is located about 20 minutes from downtown Norfolk, VA, and about 15 minutes from Norfolk International Airport.

The nearest major cities with airports are Newport News and Richmond. Newport News and the Newport News / Williamsburg International Airport are about 30 minutes away.

It takes about an hour and a half to get to Richmond and the Richmond International Airport.

Gates & Hours of Operation

Naval Station Norfolk has seven operating points of entry. Gate hours and access are subject to change depending on base traffic and security needs.

Gate 1 (Admiral Taussig Blvd)

Gate 1 is a commuter gate that is open to inbound traffic weekdays from 5 a.m. to 9 a.m. and to outbound traffic weekdays from 3 p.m. to 5 p.m.

Gate 2 (Hampton Blvd)

Gate 2 has pedestrian access and is open 24/7.

Gate 3A (Interstate 564E)

Gate 3a does not have pedestrian access. It’s open 24/7.

Gate 4 (Bellinger Ave)

Gate 4 has pedestrian access and is open weekdays from 5 a.m. to 7 p.m.

Gate 5 (Off Hampton Blvd)

Gate 5 has pedestrian access. It is open for inbound traffic on weekdays from 5 a.m. to 2 p.m. and to outbound traffic on weekdays from 5 a.m. to 7 p.m.

Gate 6 (Interstate 564 Connector)

Gate 6 does not have pedestrian access. It is open for inbound traffic on weekdays from 5 a.m. to 1 p.m. and to outbound traffic on weekdays from 5 a.m. to 7 p.m.

Gate 22 (Granby St)

Gate 22 has pedestrian access and is open weekdays from 5 a.m. to 7 p.m.

Want to Visit NS Norfolk? Here's How to Get Base Access

Visitors to NAVSTA Norfolk will either need to coordinate a sponsor who will escort them while on the installation, or will need to go to the Pass and ID Center to get a visitor’s pass for unescorted access. Depending on security measures in effect at any given time, the Trusted Traveler program may or may not be in effect.

Naval installations require all visitors who do not have a Common Access Card or Dependent ID to present a REAL ID or other compliant identification. Reference the U.S. Navy’s website for updated guidance and a list of compliant identification documents.

Base Amenities & Facilities

As you get settled at NAVSTA Norfolk, there are a number of key base facilities you may want to become familiar with.

All new personnel who arrive at NAVSTA Norfolk during working hours (9 a.m. to 2 p.m.) should check in at the Naval Station Norfolk Administrative Office.

If arriving after hours, you should report to the Quarterdeck of Bldg. N-26 to get your orders stamped and then report to the Admin Office on the next work day.

Morale, Welfare, and Recreation Services

Navy MWR provides a wide range of services and facilities to support military personnel and their families on Naval installations. Standard facilities typically include dining facilities, libraries, golf courses, movie theaters, bowling alleys, fitness centers, and pools.

NAVSTA Norfolk has some, but not all of these facilities on base. However, military personnel are able to access facilities aboard nearby bases in the Hampton Roads region.

This includes: Naval Support Activity Hampton Roads, Naval Air Station Oceana, Joint Expeditionary Base Little Creek-Fort Story. Below, the facilities that are available aboard NAVSTA Norfolk are highlighted. For facilities that are not available on NAVSTA Norfolk, information is provided for facilities on nearby bases.

Sailors have access to multiple dining options aboard NAVSTA Norfolk. The Naval Station Norfolk Galley offers breakfast, lunch and dinner to all sailors.

NAVSTA Norfolk has three fitness centers.

McCormick Sports Center

McCormick Sports Center has two basketball courts, cardiovascular equipment, strength training machines, free-weight equipment, showers, and lockers. Outside, there are also two racquetball courts and three softball fields.

N-24 Gym

Outside, there are also basketball courts, tennis courts, and softball fields nearby.

Pools

Naval Station Norfolk has two pools. Fitness classes are offered in the indoor lap pool. The outdoor pool features a large kiddie pool and water slides. In the summer, swim lessons are available at the outdoor pool. Use the links below to explore current programming and events.

If you like to bowl, check out the Pierside Entertainment Center which offers bowling, games, food, drink, music, and various entertainment. Pricing varies by day and time.

There is not an MWR-managed movie theater on board NAVSTA Norfolk. However, there is a privately-owned theater that operates on base and is located near the Main Exchange mall.

Liberty Centers

Through the Liberty Program, MWR offers a variety of amenities and recreation opportunities specifically for active duty enlisted personnel. Between two Liberty Centers, Sailors can access computers, video game systems, pool tables, an arcade, ping pong, shuffleboard, and more. Sailors who love to game, in particular, should check out the MWR’s eSports tournaments.

There is no golf course on NAVSTA Norfolk, but fear not golfers! The Sewell Point Golf Course at Hampton Roads is available for you to use. Sewell Point is an 18-hole PAR 71 Championship Golf Course with a pro shop and PGA-certified instructors offering classes and one-on-one lessons. Tee times can be booked online.

Sailing Center & Marina

If you love to go boating or fishing, you’ll definitely want to check out the Sailing Center & Marina!

The Sailing Center offers boating classes for adults and summer camps for children as well as a wide array of rental boats including kayaks and paddleboards, powerboats for fishing and a variety of recreation activities, and a fleet of over 50 sailboats from dinghies to cruising keelboats.

The Marina features 200 deep water slips, a nearby fishing pier, boat ramp, ice, bait and fishing supplies, complimentary pump-out service, marina store, and dinghy storage.

Parks and Picnic Areas

NAVSTA Norfolk has two parks: Breezy Point Park and Salt Marsh Park. These facilities feature playgrounds, barbecue grills, picnic tables, sand volleyball courts, horseshoe pits, restrooms, and more.

Auto Skills Center

The NAVSTA Auto Skills Center is the perfect place for auto enthusiasts or DIY mechanics to work on their vehicle with state-of-the-art equipment and tools and knowledgeable professionals to support you.

Family Support Services

The Fleet and Family Support Center provides a wide range of services to Sailors and their families including free parenting and life skill programs, financial programs, deployment support, transition and employment assistance, relocation assistance, counseling and victim assistance, exceptional family member support, information and referral services, and more. The goal of FFSC is to improve the quality of life for military personnel and their families.

The Fleet and Family Support Center is also where the NAVSTA Newport Liaison for the Exceptional Family Member Program is located. The EFMP supports military families with members who have special needs including, but not limited to, requiring any kind of specialty medical care or doctors and/or any type of educational support services for six months or more.

Naval Station Norfolk offers unaccompanied housing and privately managed military housing. Housing options are also available in the surrounding Hampton Roads area.

Temporary Housing Options

Individuals and families seeking temporary accommodations during a PCS move can stay at the Navy Inn at Sewell Point. All rooms at the Navy Inn are pet-friendly (this includes dogs, cats, birds and small caged animals). Up to two pets are allowed per room, and each pet must be 70 pounds or less. Unaccompanied Housing

Unaccompanied Housing provides living quarters for military personnel who do not have dependents. Personnel ranked E3 and below are generally required to live in provided barracks and dormitories on base. E4s may also live in barracks as space allows.

More senior service members who are resident advisors (RA) or geographic bachelors (GB) may also reside on-base. RAs are senior personnel who provide an after-hours leadership presence to UH residents. GBs are personnel ordered to the installation who, by choice or circumstance, have decided that their dependents will continue to live in another geographic area.

These service members must submit a special application to live in unaccompanied housing and are not generally permitted to live in the barracks except in special circumstances.

There is also one privatized unaccompanied housing facility on NAVSTA Norfolk, managed by Hunt Military Communities. Unaccompanied service members can apply to live at Homeport Hampton Roads and if approved will sign a lease with Hunt Military Communities and receive a housing allowance.

Restricted breeds most likely include: Pit Bull Terriers (American/English Staffordshire Bull Terrier), Rottweilers, Doberman Pinschers, Chows, and Canid/Wolf Hybrids or any mixes of those breeds. Barnyard or exotic pets (reptiles, ducks, rabbits, chickens, ferrets, etc.) are not allowed.

Military Preferred Living Areas

NAVSTA Norfolk is located in the heart of the Hampton Roads metro area, so service members and their families have options across multiple surrounding cities (Norfolk, Chesapeake, Virginia Beach, Suffolk, Newport News, Hampton, Portsmouth).

Some of these cities have lower cost of living, but are less desirable from the standpoint of traffic, infrastructure, safety, and school district quality. In those cases, more desirable neighborhoods are listed below.

NS Norfolk Schools and Child Care

Families aboard NAVSTA Norfolk have access to multiple nearby public school districts, depending on where they choose to live. For support in choosing a district for your student and making the transition to a new school, reach out to the School Liaison.

The NAVSTA Norfolk School Liaison primarily covers Norfolk, Hampton, and Poquoson; however, families have access to other districts if they live off base, and there are liaisons who work with those districts at other nearby military installations.

Norfolk Public Schools

Norfolk Public Schools has an annual enrollment of about 27,000 students across 50 schools. Niche gives Norfolk City Public Schools a C- overall, however there are B rated schools at all levels. Norfolk City Schools offers multiple specialty programs at the middle and high school levels, including International Baccalaureate programs.

The district is committed to supporting military families. In fact, multiple elementary schools and two high schools have received the Virginia Purple Star Designation, which is awarded to military-friendly schools based on rigorous qualification criteria.

Chesapeake Public Schools

Chesapeake Public Schools is a very highly rated district, with an A- grade from Niche. The majority of schools in northern Chesapeake closest to NAVSTA Norfolk are B schools, with A schools concentrated further south. Around 40,000 students are enrolled at 45 schools across the district. Chesapeake Public Schools is a member of the League of Innovative Schools, organized by the nonprofit Digital Promise.

As such, the district is focused on using technology and research to support innovation in education and improve learning outcomes. Computer science and technology education is a major strength of the district. Chesapeake Public Schools is also deeply committed to supporting students from military families, and every school in the district has received the Virginia Purple Star Designation.

Virginia Beach Public Schools

Virginia Beach Public Schools is a highly rated district with an A overall from Niche. It is ranked number five overall in the list of best school districts in the state of Virginia. It is the largest district in the Hampton Roads area, serving 64,000 students across 83 schools.

All schools in the district receive an A or B rating, including many schools within reasonable commuting distance to NAVSTA Norfolk. At the high school level, more than half the students complete advanced coursework (i.e., AP or IB courses), and many also take advantage of a vast Career and Technical Education program and work-based learning opportunities.

Virginia Beach City Public Schools also works closely with the Department of Defense Education Activity to support students from military families who make up about 25% of the district’s student population.

Portsmouth Public Schools

Portsmouth Public Schools are lower quality compared to other schools in the Hampton Roads area, receiving an overall grade of C+ from Niche. Portsmouth City Public Schools is a smaller district, serving just under 13,000 students across 22 schools.

While some schools in the district receive a B rating, the majority of schools within reasonable commuting distance of NAVSTA Norfolk are C-rated schools, making Portsmouth a more ideal area to live for families without children or with children who are not yet school-aged.

Suffolk Public Schools

Suffolk Public Schools is another smaller district, with about 14,000 students across 19 schools. Niche gives the district an overall B- grade; however, it’s worth noting that some of the district’s better schools (graded B- to B+) are located in the northern part of Suffolk which is where service members commuting to NAVSTA Norfolk would likely want to live.

The Willoughby Child Development Center provides care for children aged 6 weeks to five years old. The CDC provides a structured curriculum for your child that will support their development from infancy through their toddler years as they grow old enough to begin school.

Frequently Asked Questions

Does NAVSTA Norfolk participate in the Trusted Traveler Program?

Generally, all visitors to NAVSTA Norfolk must have a registered sponsor or must obtain a visitor's pass at the Pass and ID Center.

Depending on current security measures, the Trusted Traveler Program may or may not be in effect on NAVSTA Norfolk. Contact the Pass and ID Center at (757) 322-2971 to confirm the current procedures. The Trusted Traveler Program, which allows individuals with a valid DoD ID to escort others onto the installation.

Can I live on NAVSTA Norfolk w/o children?

Active-duty with dependents (spouses OR children) are permitted to live in base housing.

Can I live on NAVSTA Norfolk if I'm not married?

Sailors rank E3 and below who do not have dependents are provided Navy-managed barracks aboard NAVSTA Norfolk or can apply for a limited number of residences in Homeport Hampton Roads, a privatized unaccompanied housing facility. E4s may also live in unaccompanied housing if rooms are available.

Higher rank Sailors will be able to reside in unaccompanied housing if they serve as Resident Advisors. Geographic Bachelors (Sailors whose dependents live in a different geographic area) may also live in unaccompanied housing, but must apply.
