USACE Small Business Deputy Shares How to Work with USACE

TRINIDAD, Colo. Are you a small business owner? Have you ever thought of bidding on federal projects? If so, the information shared at the recent "Small Business Development Day" hosted by the U.S. Army Corps of Engineers, Albuquerque District is for you!

On May 22, 2019, Monique Chisholm, Albuquerque District's Small Business Programs Deputy, and Stephanie Parra, District contracting officer, shared an overview of how small businesses can work with USACE and other federal agencies, and what opportunities are available.

"Local contractors who attended really appreciated having the small business and contracting offices come to Trinidad to provide insight on doing business with USACE," said Chisholm.

To be able to bid on federal opportunities, the first step is to obtain a Data Universal Numbering System (DUNS) number. The next step is to register in the System for Award Management (SAM). This will allow you to obtain a Commercial and Government Entity (CAGE) code and to identify your project or service through the North American Industry Classification System (NAICS). Website links are located at the end of the article.

It's worth noting the end of the SAM website. If it ends in ".COM," you could be charged $600 to register. The site ending in ".GOV" does not charge to register. Once registered, check out the Federal Business Opportunities website for available bid opportunities.

"Or, if you'd like to get your feet wet first, check out the awarded contracts and contact the companies to learn of possible sub-contracting opportunities or meet with them in person at pre-bid meetings," said Kim Falen, Trinidad Lake project manager.

There are several small business programs that the federal government uses including Small Business Set-Aside (for purchases less than $250,000), Small Disadvantaged Business (through the 8A Business Development Program), HUBZone Small Business, Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business. Contract opportunities exist in nearly every field including construction, engineering, architecture, environmental studies, mowing, janitorial, herbicide, fencing, supplies, and equipment.

"Becoming a federal contractor can be a great stepping stone for rural businesses as they look to expand or diversify their businesses. There are federal contract opportunities for nearly every business," said Falen.

USACE is one of many federal agencies in and around Las Animas County, Colo. Others include the Department of Defense, the U.S. Army (Fort Carson), U.S. Forest Service, National Park Service, Federal Highway Administration, Veterans Affairs, Bureau of Land Management, and more. Additionally, the Albuquerque District processes all of the contracting actions for five U.S. Air Force bases (Kirtland, Cannon, and Holloman in New Mexico; and Luke and Davis-Monthan, in Arizona).
