Consolidated Mail Facility/U.S. Post Office
The Consolidated Mail Facility and U.S. Post Office are co-located in the Callaghan Building (S-790). The official mailing address for Navy Personnel Command is 5720 Integrity Drive, Millington, TN 38055. The official mailing address for all other activities located on base is 5722 Integrity Drive, Millington, TN 38054.
The CMF processes all official mail for the base and provides mail directory services for military personnel and their dependents—reporting and detaching.
The U.S. Post Office provides all retail services such as stamps, money orders, box rentals, express mail, registered, certified, insured and return receipts.
The CMF and U.S. Post Office operate Monday through Friday, but are closed on weekends and federal holidays.
The Emergency Management Department is located in Manning Hall Building 750, First Deck. Brochures with information on what to do during threatening conditions such as winter storms, summer heat, tornadoes, thunderstorms and earthquakes are available. Information can be obtained on how to build a safe room in your home, how to identify a "shelter in place" site or what to put in an emergency kit for your car or home. Fire and Emergency Services
The Fire and Emergency Services Division is located in the Shields Building (S-237). The division has three sections: Operations, Training and Fire Prevention.
The Operations Section provides initial and secondary unit deployment to fire, medical and hazardous material emergency responses depending on the type of incident or emergency. The F&ES also provides mutual aid support for aircraft incidents at nearby Millington Municipal Airport.
Since the alert for terrorism escalated, there has been a pro-active role in strategic deployment education, implementation of new emergency response programs and upgrade of procedures to meet concerns of biological/chemical issues and weapons of mass destruction into regular training and disaster preparedness drills.
The Fire Prevention Section conducts inspection of all base facilities, holds fire drills, reviews plans, issues permits and fire wardens training. Custom-tailored training is also provided to command personnel, tenant commands and local area schools upon request.

Fleet and Family
The Fleet and Family Support Center is located on the third floor of the Community Services Building (S-456). The staff can offer assistance in many ways that will enhance a tour in the Mid-South. We offer many services including, but not limited to, Information and Referral (I&R) Program, Sexual Assault Victim Intervention (SAVI) Program, Family Advocacy Program (FAP), financial education, Transition Assistance Management Program (TAP), Family Employment Readiness Program (FERP), Life Skills, Relocation Assistance Program (RAP), Deployment Support and Ombudsman Program. The FFSC is open to all active duty, Reserve, Retiree, DoD civilians and their Family members.
One of the many FFSC functions is the Information and Referrals (I&R) Program. The I&R program helps Sailors and families find the information and services they need within the FFSC, the Navy and the local community. Just call FFSC with your questions and we can save you a lot of time trying to track down the information yourself. When unsure of where to go for help, the FFSC can find the answers.
The Secretary of Defense has stated his policy of zero tolerance for sexual assaults. The Navy’s Sexual Assault Victim Intervention (SAVI) Program is designed to provide awareness and prevention education, and assist victims of sexual assault. This program offers two options in reporting sexual assault. Restricted reporting allows the victim to receive medical treatment, advocacy and counseling without notifying the command. (Restricted reporting is only available to active-duty service members.) Unrestricted reporting allows the victim to receive medical treatment, advocacy and counseling in addition to notifying command and initiating an investigation. Victim Advocates and command representatives receive annual training and on-going refresher training to provide services and support to victims of sexual assault.
The Family Advocacy Program (FAP) offers awareness and prevention programs to commands, childcare providers, individuals,
couples, families and community groups on issues of domestic violence, child abuse and neglect, and child sexual abuse. FAP offers intervention, victim advocacy and case management.
Licensed counselors provide family, marital, couples, children, individualized and group counseling. Whether counseling for a specific issue or if unsure of clinical resources available to you, the counseling staff is ready to help.
A key service provided by the FFSC is the Personal Financial Management (PFM) program. How personnel control their money affects their standard of living, retirement, marriage, job performance and attitudes about themselves. PFM classes include budgeting, banking, debt/credit management, saving and investing, insurance and retirement planning; many other topics are also offered. Individual personal financial management services are provided to enhance the economic well being of the military family.
The Family Employment Readiness Program (FERP) provides military spouses and their family members employment-focused assistance or referral to include skill building, career planning and education, résumé writing, interviewing techniques and job search. Within the FFSC is the Career Development and Resource Center (CDRC). In the CDRC are many different resources to assist patrons in their job search. Many Memphis area businesses list their job openings with us. Our center provides laser printers, computers, Internet access, résumé building computer program and books, computer tutorials, copying and faxing capabilities in a one-stop location for any quality job search effort.
Life Skills education fosters good relations, healthy families and strong marriages through classes designed to promote optimal emotional and physical health. We offer classes in anger management, stress management, conflict resolution, communication skills, marriage enrichment and effective parenting.
The Relocation Assistance Program (RAP) provides information that can be accessed from Plan My Move, http://www.militaryhomefront.dod.mil and via the Military Installation Directory at http://militaryinstallations.dod.mil.
The Loaner Locker provides items such as cookware, dinnerware, folding mattresses, irons and ironing boards for temporary use of new arriving personnel awaiting household goods shipments.
When service members transfer into the area, a command sponsor is made available to them and their family by their receiving command. The FFSC provides training to commands on their Sponsorship Program, which is designed to ease the transition of service members and their families to a new working and living environment, to reduce the anxiety associated with any PCS move and to expedite the newcomer’s ability to become a productive member of the receiving command. Another service offered by the FFSC is Deployment Support. The Navy is sending Sailors to assist with the Overseas Contingency Operations. When a Sailor is sent as an Individual Augmentee (IA), we can offer information on how to prepare the Sailor and their family for the unique challenges of the deployment. We provide support for the family throughout the entire deployment, and we offer Return and Reunion Programs to help with the reintegration of the Sailor.
The Ombudsman Program is made up of spouses appointed by the Commanding Officer of each command. Ombudsmen are key resources for family members, particularly during deployments. They can facilitate the flow of information between Command and family members. In support of Ombudsmen, the Center trains Ombudsmen, attends Ombudsmen assemblies and offers support and up-to-date information about the program.
Retiree volunteers staff the Retired Activities Office (RAO). They serve as an information liaison and advisory center for military retirees and their families, as well as active duty personnel nearing retirement.

The NSA Mid-South on-base, off-duty education program is conducted through joint efforts of the Navy College Office and the representatives of the following institutions: Park University; Southwest Tennessee Community College; Southern Illinois University at Carbondale; University of Arkansas at Fayetteville; Webster University; and the University of Memphis.
The education programs offered during off-duty hours are conducted in Koelsch Hall (Building S-241) and range in courses from vocational and enrichment through associate, baccalaureate and master’s degree programs.
A remedial education program is available for military personnel, family members and civilian employees who may require refresher courses in basic English and mathematics skills.
Navy and Marine personnel, family members and civilian employees may receive professional guidance counseling and assistance in course enrollment from a Navy College advisor.

Navy-Marine Corps Relief Society Millington
The Navy-Marine Corps Relief Society is a non-profit charitable organization designed to provide financial, educational and other assistance to active duty and retired members of the naval services of the United States, eligible family members and survivors when in need.
NMCRS Millington offers budget counseling, Budget for Baby classes (a full baby’s first sea bag issued to all who complete the class), interest-free loans and/or grants to help with emergencies such as funeral expenses, medical/dental bills, emergency transportation, food, rent, utilities, disaster relief assistance, essential vehicle repairs and other unforeseen emergencies.
NMCRS has several scholarship and educational loan programs for active duty and retired Navy and Marine Corps spouses and children. The Society’s education programs are administered from its headquarters. Please visit www.nmcrs.org for more information.
NMCRS Millington also operates a Uniform Locker located in the Chapel Center. The phone number is (901) 874-5888. Uniforms can be donated and up to three (3) may be taken per visit, for free.
NMCRS Millington office is located in the Chapel Center Building (S-777). The office is open Monday through Thursday, 9 a.m. to 1 p.m. and operates on an appointment system with emergencies handled on a walk-in basis.

The Religious Ministries Department is located in the Chapel Center (Building S-777) with the purpose of meeting the spiritual, moral and religious education needs of the community. Navy Chaplains, Religious Program Specialists and contract personnel staff the Chapel Center.
The chapel provides worship, religious education and fellowship for Protestant personnel and their families. Liaison is conducted with numerous faith groups in the community, and referrals are made for people searching for a specific faith need. Pastoral counseling is available by appointment or on a walk-in basis weekdays, 7:30 a.m. to 4:30 p.m. Appointments may be made by calling (901) 874-5341.
If preparing for marriage, baptism, confirmation or any sacramental rite, please call (901) 874-5341. Although not currently staffed with a Catholic priest, they can assist in finding the appropriate referral for all Catholic requests or concerns.
Marriage preparation training that may be conducted in a group seminar or by individual couples is required before a chaplain performs a wedding ceremony. A duty chaplain is available after normal work hours and can be reached through the NSA Mid-South Duty Officer at (901) 619-8314 or through your respective Command Duty Officer.
