Directorate of Garrison Human Resources
The Military Personnel Division (MPD) provides the Fort Leonard Wood community with the full spectrum of personnel services and support. The division consists of the HR Operations Center, Warrior Reception and Departure Center, Warrior Sustainment Center and Warrior Transition Center. The MPD chief can be contacted at 573-596-8409.
The HR Operations Center provides strength management personnel systems support for permanent party Soldiers and Families assigned to Fort Leonard Wood. The Fort Leonard Wood Warrior Reception and Departure Center (WRDC) provides services for in- and out-processing for permanent party, 573-596-2201; reassignments, 573-596-2030; sponsorship, 573-596-0133; and trainee and student processing, 573-596-0713 (human resources support for all initial entry trainees and students who are training at Fort Leonard Wood and satellite activities). The Warrior Sustainment Center (WSC) is responsible for the operation of the Fort Leonard Wood Casualty Assistance Center (CAC) and the ID card facility. The CAC has the critical and sensitive mission of operating all aspects of the casualty program over the Fort Leonard Wood Casualty Assistance Center’s geographical areas of Missouri, Illinois, Wisconsin and the upper peninsula of Michigan. This includes casualty reporting, notification and assistance; memorial and mortuary affairs; casualty training; and line of duty investigations. The Fort Leonard Wood Transition Center (WTC) provides retirement services and transition assistance under the Soldier for Life-Transition Assistance Program (SFL-TAP). Army Continuing Education Division
The Truman Education Center, in Building 499, offers educational opportunities for the community, including college classes, testing services, on-duty classes, computer-based instruction, educational counseling, English as a second language classes, a GED program and a Multi-Use Learning Facility. Counselors assist Soldiers using the computerized tuition assistance website to find courses and complete enrollment successfully.
Seven accredited colleges and universities offer more than 80 different undergraduate and graduate degree programs, all of which can be completed locally. Central Texas College, Columbia College, Drury University, Lincoln University, Park University, Missouri University of Science and Technology, and Webster University are all represented at Truman Education Center. Administrative Services Division
The Administrative Services Division (ASD) supports the mission of the United States Army Maneuver Support Center of Excellence and the garrison by providing commanders, staffs, Soldiers and civilians timely support and guidance for all areas of ASD. A modified list of areas of support include: Official Mail and Distribution, Freedom of Information Act, Privacy Act, Records Management Service, installation forms and publications, and office symbols. Voting Assistance Office
The Army Voting Assistance Office assists service members and their eligible dependents in filling out the forms to register and to request an absentee ballot from their state of legal residence. The office also provides assistance to the unit voting assistant officers. The Voting Assistance Office is in Building 470, Room 2226, on Replacement Avenue. The phone number is 573-596-0741.
Directorate of Family and Morale, Welfare and Recreation
The Directorate of Family and Morale, Welfare and Recreation (DFMWR) serves the needs, interests and responsibilities of each service member, Family member, retiree, DOD civilian and contract employee with affordable programs and services designed to enhance the quality of their lives. Better Opportunities for Single Service Members
The Better Opportunities for Single Service Members (BOSS) Program is in Building 1000, South Dakota Street, and supports the overall quality of single service members’ lives on Fort Leonard Wood. The BOSS mission is to continually progress and improve the quality of life for single service members on Fort Leonard Wood; to provide and participate in social, recreational, and educational events; to participate in community service projects; to voice concerns and issues on quality of life; and to be involved with leadership developing activities.

Directorate of Emergency Services
The Directorate of Emergency Services (DES) is a values-based customer service organization that provides exceptional assistance, protection and emergency response capability to the Fort Leonard Wood community.
The DES consists of the Fort Leonard Wood Provost Marshal’s Office, the Fort Leonard Wood Fire Department and the Physical Safety Office.
The Fort Leonard Wood Fire Department protects those who train, work and live on Fort Leonard Wood through progressive public fire and life safety education; proactive fire prevention inspections and facility construction reviews; efficient fire suppression, rescue services and hazardous materials incident mitigation; and a readiness to respond to a weapons of mass destruction incident.
The Fort Leonard Wood Fire Department is consistently recognized for its professionalism and excellence and was selected as the Installation Management Command’s 2013 Regional Level Award for Fire Instructor of the Year, Fire Officer of the Year, Firefighter of the Year and the 2013 Department of Defense Heroism Award, with one firefighter receiving the Secretary of the Army Award for Valor.
The Fort Leonard Wood Physical Security Office is the proponent for access control, force protection, weapons registration, physical security and arms room inspections.
The Fort Leonard Wood Provost Marshal’s Office conducts command and control and administrative oversight of law enforcement operations on Fort Leonard Wood and provides other services as required in the Fort Leonard Wood AR 5-9 area of responsibility (encompassing Missouri, parts of Illinois and Arkansas).
Directorate of Public Works
The Directorate of Public Works (DPW) provides engineering services, infrastructure master planning, construction management, facility and utility design, unaccompanied personnel housing, utility system management, cultural and natural resource management, land management, environmental compliance programs, and maintenance and repair services for the installation. DPW is also responsible for the repair of real-property facilities to include roofs, HVAC, plumbing, windows, doors, roads, sidewalks, utilities, grounds, railroads, bridges, parking lots and streets.

Plans, Analysis and Integration Office
The Plans, Analysis and Integration Office (PAIO) is the garrison commander’s focal point for strategic and managerial planning. The PAIO provides oversight of assigned programs to garrison directorates; conducts analytical reviews; directs garrison process improvement initiatives; monitors Army baseline standards; actively seeks partnership development and regional growth opportunities; captures and enables implementation of best business practices; and identifies, tracks and orchestrates reporting of performance measures to assess installation status.
The PAIO is also responsible for maintaining situational awareness of external influences and trends that may impact the garrison, installation and community.

Directorate of Plans, Training, Mobilization and Security
The Directorate of Plans, Training, Mobilization and Security (DPTMS) executes the installation’s military training program in support of garrison, tenant and satellite units, and reserve component units.
It also develops and executes all contingency plans necessary for rapid reaction to domestic emergencies, acts of terrorism and natural disasters associated with earthquakes and weather phenomena; executes the garrison mobilization mission; and oversees (when applicable) the direct management and operation of the garrison’s deployment operations, deployment facilities and power projection platforms (air, sea and rail).
DPTMS develops and executes all plans essential for the accomplishment of airfield operations; manages military training; and provides planned, managed and synchronized execution of 222 different programs of instruction to train more than 75,000 basic and advanced engineer, military police, CBRN and transportation service members annually.
DPTMS manages Forney Army Airfield and oversees the operations of the tenant units and the joint-use operations of Waynesville-St. Robert Regional Airport at Forney Army Airfield. The Range Control Division is responsible for the safe operation, maintenance and environmental stewardship of 38 ranges and 54,000 acres of training area.
DPTMS provides photographic services to Fort Leonard Wood. These services include the capture and processing of official DA and command photos for Soldiers, Marines, Airmen and Sailors. The DPTMS Visual Information Center captures and processes photos associated with historic and training-related events.
Directorate of Resource Management
The Directorate of Resource Management, Installation Management Command (DRM/IMCOM) obtains and manages the manpower and fiscal resources required to support Garrison Command and the U.S. Army Maneuver Support Center of Excellence goals in terms of base operations support for unit readiness and training, human needs, materiel modernization and future development.
The staff provides program management for — and assists and advises — headquarters, staff and units concerning budgeting, manpower, commercial activities, civilian pay, productivity improvement, and program and management analysis, as well as provides coordination of garrison concerns. The Religious Support Office, in Building 340, on Illinois Avenue, coordinates all religious services and programs for the post. Office hours are 7:30 a.m. to 4:30 p.m. weekdays. It can be reached at 573-596-0131, ext. 62127. Religious education is available for ages 4 through adult and is overseen by a director of religious education, 573-596-0089.
For emergencies after duty hours, 5 p.m. to 8 a.m., the duty chaplain can be reached by contacting the Fort Leonard EOC/IOC Watch Office at 573-563-6126.

The installation offers Catholic Masses and times for communion services, religious education, sacraments of reconciliation and other devotions pertinent to Catholic worship and liturgy. Catholic activities include programs for Lay Eucharist ministers, lectors, premarriage classes, Marriage Encounter, youth activities and Ladies’ Guild.
Protestant Chapel Services and programs include choir, religious education, parish council activities, Protestant Youth of the Chapel, Protestant Men of the Chapel and Protestant Women of the Chapel. Buddhist worship is held 10 a.m. Sunday at the North Iowa Chapel. Muslim prayer room for international students is available in Building 6501, Pershing Elementary School. Orthodox worship is held 11 a.m. Sunday at the South Iowa Chapel, Room 130.
Internal Review Office
The Internal Review (IR) Office supports and protects Command by providing internal audit and nonaudit services to the U.S. Army Maneuver Support Center of Excellence and Fort Leonard Wood. IR supports, protects, and assists commanders by providing pertinent, timely and reliable information and advice.
The IR auditors analyze command data to evaluate risk, assess internal controls, improve quality, economy and efficiency, and foster stewardship. The IR staff can analyze data through nonaudit services or quick response audits.
Examples of audit services include: assessments to ensure command resources are protected and maintained, evaluations to determine if efficient operating procedures are used, assessments to determine whether programs are achieving desired results, identifying factors inhibiting satisfactory performance or identifying ways of making programs work better.
IR is also the commanders’ point of contact for external audit and compliance services. This includes keeping the Command informed of all external audits and processing draft and final audit reports. The IR staff also performs follow-up audits to ensure recommendations are implemented.

Public Affairs Office
The Public Affairs Office (PAO) is responsible for providing a complete public affairs program in support of the schools, commands, units and organizations located on, operationally assigned to, or associated with the installation. Divided into three sections, Public Information, Command Information and Community Relations, the public affairs staff is a key asset for the commander to accurately project and convey information.
The PAO also disseminates news and information to military and civilian audiences on and off post, arranges Army support for community events throughout Missouri, advises the command of all aspects of relations with off-post communities, and serves as a link between the post and regional, state and national businesses, and civic, political and military organizations.
The Fort Leonard Wood Guidon, a weekly commercial-enterprise Army newspaper, with a circulation of 10,000, is published and distributed each Thursday. Story ideas are always welcome. Directorate of Equal Employment Opportunity (Civilian)
The Directorate of Equal Employment Opportunity (EEO) consists of complaints processing, affirmative employment and Management Directive 715 (MD 715), disability program management and reasonable accommodations, and the Special Emphasis Program (SEP). EEO provides advice and assistance to commanders, managers, appropriated and nonappropriated civilian employees, applicants, former employees and some contractors subject to the control of the Department of the Army.
EEO ensures fair and equal treatment and provides due process for those who believe that they have been discriminated against due to their race, color, age (40-plus), national origin, sex (including pregnancy), mental or physical disability, genetic information, and reprisal based on previous participation in an EEO activity or for opposing any practice made unlawful by title VII of the Civil Rights Act of 1964 (as amended), the Discrimination in Employment Act, the Equal Pay Act and the Rehabilitation Act.
The EEO directorate monitors and analyzes workforce statistics as they relate to Title VII of the Civil Rights Act of 1964, the Army’s Affirmative Action Program and the Disabled Veterans Affirmative Action Program, and prepares status reports to senior commanders, higher headquarters and the EEO Commission.
