DIRECTORATE OF HUMAN RESOURCES

The Directorate of Human Resources recently implemented several changes to streamline Soldier in- and out-processing procedures. These efficiencies are more Soldier-friendly and have reduced the time required for Soldiers to process in and out of Fort Huachuca.

The new procedures for in-processing allow Soldiers to tailor their processing to meet their individual and family needs. Some mandatory stops (Personnel, Finance, MEDDAC, Central Issue Facility and Army Substance Abuse Program) still exist. However, many of these mandatory stops are within a small footprint and within walking distance. Also within the footprint are several optional stops, depending on Soldiers’ needs and interests. To expedite the process further, many agencies that previously required long information briefings have condensed their information into custom handouts and fact sheets that are available during installation in-processing.

A Soldier’s first stop to in-process remains his or her unit of assignment. Soldiers must sign in from leave at their unit. The unit then performs unit-specific processing in conjunction with Post Security and the Directorate of Information Management. The unit prepares a duty position assignment memorandum and instructs all newly arrived Soldiers to report to Murr Community Center, Building 51301, by 7:30 a.m. on Wednesdays. Soldiers in-processing must have the following items in their possession: duty position assignment memorandum; ID card and tags; DA Form 31; and assignment orders, to include amendments and endorsements. The only other mandatory stops are at the Central Issue Facility and MEDDAC, where Soldiers will receive mandatory briefings on TRICARE and Put Prevention into Practice on the first Tuesday after their arrival on post.

The new out-processing procedures also save Soldiers considerable time. The key to the time saving is the Department of the Army Installation Support Module system. This program allows agencies to electronically pre-clear departing Soldiers up to 30 days prior to permanent change of station, end tour of service or retirement. If an activity does not indicate a need to see a Soldier, then that activity or the Military Personnel Division will pre-clear the Soldier. Soldiers can help this process work for them by ensuring that open business accounts with agencies (such as books checked out of the library) are closed out once they receive their official orders.

Participation in the Army Soldier For Life — Transition Assistance Program is mandatory for all active-duty Soldiers who are separating after serving 180 days on active duty or retiring. Individuals are encouraged to start using SFL-TAP services no later than 12 months before their separation date. SFL-TAP assists Soldiers to make critical career and transition decisions. SFL-TAP provides transition services to Soldiers, Department of the Army civilians, retirees and their family members. Reserve-component personnel are also eligible to receive SFL-TAP services upon serving a minimum of 180 consecutive days of active duty immediately prior to separation. For those who will be separating, SFL-TAP begins 18 months prior and retirees may begin at 24 months. The first step to begin the process is completing the DD Form 2648, Pre-separation Counseling Check-list, at the SFL-TAP Center, Building 22420, or online at www.sfl-tap.army.mil.

INSPECTOR GENERAL

Inspectors general are an extension of the eyes, ears and conscience of their commanders and report upon the mission accomplishment, state of discipline, training, readiness and morale of their commands. Inspectors general gather information through the use of inspections and investigations and by processing requests for assistance or complaints from the military and civilian communities.

The U.S. Army Intelligence Center of Excellence and Fort Huachuca Office of the Inspector General is responsible for matters that affect the Intelligence Center of Excellence and the garrison operations that support Fort Huachuca. The office is in Building 41415 on Rhea Avenue. The telephone number is 520-533-1144, and voicemail is available after duty hours. The Network Enterprise Technology Command Office of the Inspector General is responsible for matters that affect the members of that command. The office is in Greely Hall, Building 61801, Room 3521, and can be reached at 520-538-7006.

LAUNDERETTE

The Launderette is in Building 52045 and is open 24/7.

LAUNDRY AND DRY CLEANERS

The Laundry and Dry Cleaners is in Building 52045. The facility offers laundry and dry cleaning services for military uniforms of all branches and also for civilian clothing. Hours are 9 a.m. to 6 p.m. Monday through Friday and 9 a.m. to 3 p.m. Saturday. It is closed Sunday.

LAUNDRY, DRY CLEANERS AND ALTERATIONS

The Laundry, Dry Cleaners and Alterations is in Building 80501 at Prosser Village. Hours are 10 a.m. to 6 p.m. Monday through Friday and 9 a.m. to noon Saturday. It is closed Sunday.

LEGAL SERVICES

The Fort Huachuca Office of the Staff Judge Advocate is at 2387 Hatfield Street in Building 51102, which is across from the post exchange complex and adjacent to the Soldier Centered Clinic. The Office of the Staff Judge Advocate offers an array of legal services, as described below, to all eligible clients, which includes service members, their Family members and military retirees. Hours of general operation are 8:30 a.m. to 4:30 p.m. Monday through Friday. (See below for specific hours of operation regarding legal assistance services.)

Administrative Law: The Administrative Law Division advises tenant organizations of Fort Huachuca and their leaders on a broad range of mission-related topics. These include civilian personnel and labor law, contract and fiscal law, environmental law, federal litigation, the Freedom of Information Act and Privacy Act, ethics, military administrative law and command investigations (e.g., AR 15-6 investigations, line of duty investigations and financial liability investigations). The Administrative Law Division also provides legal advice and reviews of command policies, procedures and regulations, and provisions for support to non-Army organizations. Military Justice: The Military Justice Division provides advice and support to commanders and their staff regarding good order and discipline and in determining appropriate disposition of misconduct. For legal advice and regulatory guidance, commanders should contact their servicing trial counsel or paralegal. The Military Justice Division is also responsible for implementing the Victim Witness Assistance Program. The VWAP provides information and assistance to victims and potential witnesses in criminal matters, which may be resolved in the military justice system. Federal Magistrate Court: If you have questions concerning traffic tickets and other violations in which a U.S. District Court Violation Notice was issued by a military or Department of the Army police officer on Fort Huachuca, contact the Magistrate Court Division at 520-533-0580.

Trial Defense Service: Defense legal services are available solely to service members facing alleged violations of the Uniform Code of Military Justice, adverse administrative actions, courts-martial or other military justice related actions. Legal Assistance: The Client Services Division offers legal assistance services on personal legal matters in many areas, including family law, landlord-tenant law, consumer law, tax law, claims, real estate and property law, military law, notaries, powers of attorney, wills and the preparation of other legal documents. Notaries and Powers of Attorney: Notary and power of attorney services are available on a walk-in basis 7:30 a.m. to 4 p.m. Monday through Friday.

Wills: Will services are provided on an appointment basis only. Initial interviews are conducted, by appointment, 8:30 to 11:30 a.m. every Monday. Will executions are conducted, by appointment, 1 to 4 p.m. every Wednesday and Thursday. Will worksheets may be picked up anytime in advance of an appointment.

Family Law: Family law assistance is provided on an appointment basis only. Appointment times are available 8:30 to 11:30 a.m. Monday, Tuesday and Thursday and 12:30 to 3 p.m. Wednesday.

Immigration Services: Immigration assistance is provided on the first Tuesday of the month, by appointment only, 9:30 to 11 a.m.

Claims: Claims services to include medical affirmative claims are available on a walk-in basis 7:30 a.m. to 4:30 p.m. Monday through Friday. All personal claims are no longer processed locally; however, information is available locally to assist customers with processing their personal claims through Fort Knox, Kentucky. Tax Services: The Fort Huachuca Tax Center is located at Building 22324 on Christy Avenue. The Tax Center is open during the months of January through April; however, tax services are available year round. Services are available 7:30 a.m. to 4:30 p.m. Monday through Friday. LIBRARY

The Department of the Army signed the first agreement creating a partnership between the Department of Defense and a municipality for library services for Soldiers and Army Families with the Sierra Vista Public Library. This groundbreaking partnership blazes a new trail in providing first-class library services to Soldiers and Army Families. The Sierra Vista Public Library is within 15 minutes of the post, at 2600 E. Tacoma St., Sierra Vista. The hours are 10 a.m. to 7 p.m. Monday through Thursday, 10 a.m. to 6 p.m. Friday and 10 a.m. to 4 p.m. Saturday. For more information, call 520-458-4225.
