Fort Jackson’s installation support functions are provided by the United States Army Garrison and like all Army installations, operate under the direction of the Installation Management Command. The garrison commander is responsible for organizing, directing, coordinating and controlling garrison support and service activities, including overall management of the garrison workforce. The command is composed of numerous directorates and organizations responsible for the day-to-day operation and conducting the business of Fort Jackson. The garrison command provides support to assigned, attached and tenant units or activities to include on-post units and activities in the assigned geographic area. SPECIAL TROOPS BATTALION
The Special Troops Battalion’s mission includes supporting the Headquarters, Fort Jackson Army Training Center and its mission-related staff sections that support Fort Jackson’s Initial Entry Training mission. The battalion’s units include the 282nd Army Band, the U.S. Army Student Detachment and the 17th Military Police Detachment.
The 282nd U.S. Army Band is one of Fort Jackson’s most colorful units. The band provides countless hours of entertainment for military and civilian audiences throughout the area. Consisting of some 40 Soldier-musicians, the band can provide a marching, stage or concert band or a small combo. Its major function is to provide musical support for all military ceremonies, such as BCT unit graduations, retirement reviews, command retreats and other functions that are part of the installation routine. The band also participates in festivals and other civilian functions throughout South Carolina, North Carolina and Georgia in support of community relations and Army recruiting programs.
LOGISTICS READINESS CENTER
The Logistics Readiness Center provides logistical programs and services that enable readiness. These include: receiving, storing, issuing and managing retail supplies; providing organizational clothing and individual equipment; managing the Clothing Initial Issue Point; providing field (tactical) and nontactical maintenance and selected national (sustainment) maintenance services; supporting property accountability; providing ammunition supply support; providing laundry and dry cleaning support; providing transportation management services; managing hazardous materials; providing installation dining facility services; and providing installation-level planning for mission support, training support, and deployment and mobilization support. DIRECTORATE OF HUMAN RESOURCES
The Directorate of Human Resources encompasses the adjutant general and Military Personnel Division, Army Continuing Education System, Administrative Services Division, Army Substance Abuse Program and Soldier for Life – Transition Assistance Program. The Directorate of Human Resources is responsible for providing technical oversight and integrated Human Resources Management Program support for Fort Jackson and tenant organizations assigned to Fort Jackson.
The adjutant general and Military Personnel Division manage and provide policy guidance on officer, warrant officer and enlisted personnel actions. Adjutant general and Military Personnel Division personnel assist the military community in career planning, retiree support, casualty management, and congressional and special correspondence.
ACES provides a variety of adult education programs and education counseling services.
The Administrative Services Division provides services in the area of records management, forms and publications management, official mail and distribution, personal mail services (training and testing unit mailroom personnel and inspecting unit mail rooms), the Freedom of Information Act, the Privacy Act and Management Information Control.

DIRECTORATE OF PUBLIC WORKS
The Directorate of Public Works performs myriad services in support of the installation’s real property inventory and housing needs on and off post. Six major divisions within the directorate provide installation support services such as facility maintenance and repair; roads and grounds maintenance and repair; energy management; environmental services; oversight of grass cutting, refuse, custodial services, space management, engineering design and construction; MILCON Programming; oversight of privatized housing; and oversight of unaccompanied personnel housing, off-post housing referrals and barracks furnishings. The Business Operations and Integration Division is the G-3 of the directorate. All service orders and work requests are received through this division. Work request and service orders are then coordinated, prioritized, approved and classified. This division is the main directorate interface with customers on the installation. The Engineering Division provides engineering services for major facility repairs and new construction. This division also oversees services contracts such as custodial, grounds maintenance, refuse, washer and dryer repair, pesticides, chemical toilets, and the water and wastewater privatization contractor. The Environmental Division ensures compliance with all applicable environmental laws and is dedicated to protecting the environment (air, water, soil). The compliance programs, recycling program, conservation programs (forestry, natural and cultural resources, and wildlife, including endangered species), prescribed fire and wildfire suppression are all accomplished through the Environmental Division. The Housing Services Division oversees privatized housing on post. Balfour Beatty is the privatized housing partner and can be reached at 803-738-8275. Housing also has an oversight role of unaccompanied personnel housing for single Soldiers in pay grade of E-1 through E-5. Furniture Management is the focal point for barracks furnishings and the HSO supports Soldiers in need of off-post housing referrals and assistance. The Master Planning Division is responsible for MILCON Programming, facility site approvals, ISR-infrastructure reporting, the Training Barracks Upgrade Program, space management and Geographic Information Systems. DIRECTORATE OF RESOURCE MANAGEMENT
Located in Building 3295, on the corner of Magruder and Forney streets, the Directorate of Resource Management maintains staff responsibility for both financial and manpower resources in accordance with FM 100-22, Installation Management for the Fort Jackson Garrison. The directorate directs and coordinates program and budget formulation, execution and control; serves as liaison and manages installation resource matters; supports organizational management; manages and coordinates manpower and equipment programs; manages the Army Travel Card Program, Defense Travel System Program; and is the installation bank liaison. DIRECTORATE OF EMERGENCY SERVICES
The Directorate of Emergency Services is assigned to the office of the garrison commander and comprises Soldiers, civilian employees and specialized support personnel. The directorate is in the Emergency Service Center (Building 5499) on the corner of Jackson Boulevard and Hill Street. The directorate’s organizational structure includes the Provost Marshal’s Office, Physical Security, the Fort Jackson Fire Department and the Emergency 911 Center. The directorate is supported by Soldiers assigned to the 17th MP Detachment.
The DES mission is to:
• Protect and provide a safe and secure military community through 24-hour law enforcement, physical security, fire protection and emergency medical services.
• Maintain positive interaction with the community by performing all duties in a professional manner through establishing mutual respect, open lines of communication, honesty and integrity, resulting in fair and impartial treatment of all.
PROVOST MARSHAL’S OFFICE
The PMO is part of the Directorate of Emergency Services and is assigned to the office of the garrison commander. It comprises military police Soldiers, Department of the Army police officers, contract security guards, civilian employees and support personnel. The PMO performs myriad duties and functions, including police administration, traffic accident investigations, Community Oriented Policing Services (known as COPS), civil liaison and AWOL apprehension, military police investigations, military working dogs, game warden, crime prevention, lost and found property, and investigating and reporting criminal activity on the installation.
The PMO plays an integral role in the successful outcome of a multitude of postwide events, such as weekly graduations and the yearly Fourth of July celebration, by managing the flow of traffic during these events. The PMO is the focal point in promoting traffic safety on the installation by routinely conducting sobriety and contraband checkpoints, speed-enforcement operations and random gate searches.
The military working dogs section assists units and organizations on the installation with health and welfare inspections, building searches for unsecured buildings and other such requests as needed.
With an emphasis on community support and safety for resident Soldiers and their families, the PMO provides bicycle patrols in the housing areas using assets from the military police and Department of the Army Civilian Police.
The 911 Center is staffed by full-time, enhanced 911 dispatchers who receive all requests for emergency responses to fire, police or emergency medical situations. They also dispatch appropriate Directorate of Emergency Services response units to an incident and act as the communications focal point for all operations performed at an emergency scene. FIRE PREVENTION AND PROTECTION DIVISION
The Fort Jackson Fire Department, in the Emergency Services Center, maintains a fleet of fire trucks and staff of firefighters who are on duty 24/7. The Operations Branch is responsible for responding to all fires, chemical releases and spills, and medical emergencies in support of Moncrief Hospital, natural disasters and rescue incidents. It also provides training to the community in first-aid, CPR and AED use.
The fire prevention staff of fire inspectors performs fire inspections of all post facilities, ensures fire code enforcement in new construction projects, and educates various groups in fire safety matters and fire extinguisher use.
17TH MILITARY POLICE DETACHMENT
Assigned to the Fort Jackson Special Troops Battalion, the Military Police Detachment, consisting of both military police and administrative logistical personnel, supports the PMO by performing administrative and logistical functions.
The Public Affairs Office is responsible for providing a comprehensive public affairs program in support of the commands, units and organizations located on, operationally assigned to or associated with the installation. Divided into three sections, Public Information, Command Information and Community Relations, the public affairs staff is a key asset for the commander to accurately project and convey information.

The Plans, Analysis and Integration Office performs three key functions in support of the garrison commander and mission accomplishment: planning, analysis and integration. These three functions focus primarily on the garrison’s business operations, including change management and cost management, in order to enable mission accomplishment. The office oversees and integrates action plans across the garrison enterprise into one dynamic, robust strategic action plan while integrating sustainability throughout the installation. The office provides oversight in areas such as the Installation Planning Board, the Strategic Management System, the installation status report, customer management services, Army Communities of Excellence and Army stationing. These programs promote strategic execution, operational awareness and continuous process improvement to ensure the services provided exceed customers’ expectations on and off the installation. INSTALLATION SAFETY CENTER
The Fort Jackson Safety Center, at 3240 Sumter Ave., is responsible for staff oversight of the Safety and Occupational Health Program, as well as the integration of risk management into operations and training. The Safety Center identifies hazards and recommends mitigation measures for the elimination or reduction of risk.
