Commander, Electronic Attack Wing, U.S. Pacific Fleet

COMVAQWINGPAC and staff provide combat-ready Electronic Attack squadrons to support the Commander, Naval Air Forces and combatant commander tasking worldwide. They also provide electronic warfare tactical and technical development leadership and expertise. As Type Wing Commander of all Navy EA-6B Prowler and EA-18G Growler fleet squadrons and Operational Commander of three expeditionary squadrons, the Commander and staff are engaged in a wide variety of activities ranging from maintenance, material and operational readiness support to everyday administrative functions.

The Wing Commander also works closely with NAS Whidbey Island and Outlying Landing Field, Coupeville within the Navy Region Northwest area.

Electronic Attack Squadrons (VAQ)
NAS Whidbey Island is home to the majority of the Navy's VAQ squadrons flying the Northrop-Grumman EA-6B Prowler and the Boeing EA-18G Growler, both are considered all-weather, electronic attack aircraft with the primary role of suppressing enemy electronic capabilities through tactical jamming and the delivery of High-speed Anti-Radiation Missiles.

There are 12 operational Navy electronic attack squadrons at Whidbey and one squadron, VAQ-136, permanently forward deployed to the Western Pacific on board USS George Washington (CVN 73), home ported in Japan. Each squadron typically has four aircraft assigned and averages 28 officers and 160 enlisted personnel.

VAQ squadrons deploy in support of both East and West Coast air wings and aircraft carriers as well as to various land-based joint facilities. Squadrons and their nicknames are:

Fleet squadrons are supported by the Vikings of VAQ-129, the Fleet Replacement Squadron, responsible for the training of EA-6B and EA-18G pilots and electronic countermeasures officers. U.S. Air Force personnel are also assigned to Navy Expeditionary Squadrons VAQ-132, VAQ-135 and VAQ-138. Although they are not assigned to carrier air wings, they deploy in support of joint forces from overseas land bases.

VAQ-129 operates up to 14 EA-6B and EA-18G aircraft and has approximately 65 staff officers, 350 staff enlisted personnel and 100 student officers.

Electronic Attack Weapons School

The Electronic Attack Weapons School (EAWS) provides comprehensive, formal training to EA-6B Prowler and EA-18G Growler aircrew, intelligence, ordnance and maintenance personnel.

The school acts as the central repository for all EA-6B and EA-18G tactical matters. The EAWS staff, composed of approximately 50 officers, enlisted personnel and civilians is responsible for providing a graduate level curriculum that prepares EA-6B and EA-18G squadrons for deployment around the world. Flight-side training support is continually provided to squadrons, locally or deployed.

EAWS is the community manager for the EA-6B and EA-18G Weapons and Tactics Program used in the training of Prowler and Growler aircrew. In addition, EAWS conducts a three-week Advanced Readiness Program for squadrons who are just beginning the pre-deployment training cycle. The Weapons School also publishes the quarterly Electronic Attack News, a professional journal that provides emerging tactical information relevant to the Electronic Warfare community.

EAWS Intelligence Specialists and Cryptologic Technicians provide tailored support to the EA-6B and EA-18G communities by way of academic courses, briefings and daily intelligence highlights derived from various sources from around the world. These updates ensure the entire Electronic Attack community is kept informed as to the type threats squadrons will encounter on their respective deployments.

EAWS Aviation Ordnancemen and Electronics Technicians annually instruct over 600 fleet maintenance personnel in weapons-related courses. EAWS staff also assists in conducting Conventional Weapons Technical Proficiency Inspections and Technical Assist Visits designed to standardize and certify aircraft handling procedures.

Commander, Patrol
& Reconnaissance Wing 10

Maritime Patrol and Reconnaissance (MPRA) aviation maintained a strong presence in the Northwest region from the 1940s to the 1960s. At that time, the P-2V amphibious patrol aircraft left the Whidbey Island Seaplane Base for the last time. The MPRA presence did, however, return to the region in December 1994 when Commander, Patrol and Reconnaissance Wing 10 (CPRW-10) relocated from Moffett Field, Calif., to NAS Whidbey Island. CPRW-10 maintains operational and administrative control of all active duty and reserve P-3 Orion MPRA and EP-3 Fleet Air Reconnaissance squadrons stationed on Whidbey Island. The Wing also trains and provides administrative support to over 2,000 assigned VP and VQ squadron personnel.

Mission
CPRW-10 VP squadrons fly the P-3 Orion aircraft, which is a multi-mission platform that can operate either alone or in support of many different entities such as carrier battle groups, amphibious readiness groups and even joint operations commands. Its various missions include undersea warfare, anti-surface warfare, mining, reconnaissance, surveillance, search and rescue, ground forces support and counter-drug operations.

CPRW-10 VQ squadrons fly the EP-3 Aries aircraft, which conducts airborne electronic warfare, intelligence, surveillance and reconnaissance missions worldwide on a continuous basis in response to operational tasking by Theater Commanders.

Aviation Survival Training
Center (ASTC) Whidbey Island

ASTC Whidbey Island is a Force Enabler providing initial and refresher aviation survival training in order to sustain the operational readiness and combat effectiveness of Naval and Marine Corps Forces, other U.S. Armed Forces and allies, the Department of Homeland Security and selected civilians belonging to various organizations.

ASTC Whidbey Island does this in support of the strategic goals of the Chief of Naval Operations, Bureau of Medicine and Surgery, and the Naval Operational Medicine Institute. The ASTC is an outlying detachment of the Naval Survival Training Institute headquartered at NAS Pensacola, Fla., and is comprised of both active duty and government service personnel with the intent and focus to provide quality, relevant survival training to the joint war fighter.

Aircrew and selected individuals receive training in aviation physiology, sensory physiology, human performance, acceleration, low-pressure chamber operations, oxygen breathing equipment, aircrew personal survival/protective equipment and emergency egress. The ASTC also provides NATOPS approved water survival curriculum which encompasses classroom lectures, extended sea survival techniques, survival swimming, over-water parachuting, underwater egress, life raft organization, helicopter rescue and use of survival items.

The ASTC mission is to maximize performance and survivability of the war fighter. This facility is located in Buildings 2758 and 2837 across from Naval Hospital Oak Harbor.

Center for Naval Aviation Technical Training Unit, Whidbey Island

Center for Naval Aviation Technical Training Unit (CNATTU) is the core site for Navy and Marine Corps EA-6B Prowler, Navy EP-3E, Pacific Fleet P-3 Orion and EA-18 Growler aircraft maintenance training, firefighting, air launched weapons training, Aviation Electronic Warfare School (AVEWS), Aviation Anti-submarine Warfare Division and EP-3E VQ pipeline training for local squadrons and aircraft carrier personnel and leadership development of all Airmen, Petty Officers, Chief Petty Officers and Officers in this region.

CNATTU is comprised of 155 instructors and staff members who support the training of over 5,000 enlisted annually, covering all facets of schools for EA-6B, EP-3E, P-3C and EA-18G aircraft maintenance, maintenance management, firefighting, general and mission specific avionics, corrosion control and other technical skills for Organizational (squadron) and Intermediate (Fleet Readiness Center/Marine Aviation Logistics Support) maintenance units.

Graduates leave with the knowledge, skills and abilities required to continue their careers in naval aviation by maintaining aircraft systems, assembling and handling aviation ordnance and leading Sailors in the operating forces of the United States Navy and Marine Corps.

Defense Reutilization & Marketing Receiving Representative

The NAS Whidbey Island DRMO Receiving Representative is responsible for receiving surplus assets from military activities. These assets include, but are not limited to, desks, chairs, aircraft parts, tools, beds, all types of furniture, office equipment, computer equipment, tires and scrap metal.

The receiving representative is located in Building 369, Supply Warehouse. Appointments are scheduled on Mondays and Wednesdays; the representative is available 7:30 a.m. to 3:30 p.m., to set up appointments for turning in materials, requests for training or more information.

Explosive Ordnance Disposal (EOD) Detachment Northwest

Located on the Seaplane Base, EOD Detachment Northwest is an operational shore detachment that responds to emergencies throughout Commander, Navy Region Northwest's area of responsibility. They are trained and equipped to render safe all types of explosive hazards to include conventional, chemical, biological, and nuclear ordnance; Improvised Explosive Devices and Weapons of Mass Destruction; neutralizing hazards to personnel and property on land and underwater.

The detachment provides support to other DoD and civilian law enforcement agencies; as well as the United States Secret Service for protection of the President, Vice President, foreign Heads of State and designated VIPs.

EOD Detachment Northwest is operationally under the control of Commander, Navy Region Northwest.

Fleet Logistics Support Squadron 61

Fleet Logistics Support Squadron 61 (VR-61) was established on Oct. 1, 1982. The squadron's mission is to provide worldwide, around the clock, transport of passengers and cargo in support of all United States Armed Forces.

VR-61 is one of four Navy Reserve C-9B Squadrons under the operational control of Commander, Fleet Logistics Support Wing; scheduled by Joint Operational Support Airlift Center and Naval Air Logistics Office. The "Islander" team is comprised of 250 both Full Time Support and local Selected Reserve personnel deeply rooted in Whidbey Island and the greater Northwest.

Using four C-9B aircraft, VR-61 has compiled more than 108,000 mishap-free flight hours. The squadron has received the Meritorious Unit Commendation, Navy Unit Commendation, two Congressman Bill Chappell Award, eight Safety "S" Awards, four Battle "E" Awards, four Retention Awards and the James M. Holcombe Maintenance Award.

The Islanders are mission-oriented with a rich heritage of operational excellence and an unswerving commitment to its people; they enjoy the status of being the premiere logistics squadron in the Northwest.

Fleet Readiness Center Northwest (FRC NW)

Fleet Readiness Center Northwest (FRC NW), previously known as Aircraft Intermediate Maintenance Detachment (AIMD), was established in 1959 and developed into the premier intermediate and depot maintenance facility in the Pacific Fleet. Over 1,000 Sailors, Marines, civilians, contractors and depot maintenance level personnel at FRC NW provide aviation maintenance and logistics support to 14 EA-6B/6 EA-18G and six P-3/EP-3 squadrons, 11 aircraft carriers, one C-9 squadron, the station Search and Rescue component and various Northwest Region activities.

FRC NW continues to lead the Naval Aviation Enterprise in the transformation of aviation maintenance and was the 2010 Secretary of Defense Maintenance Award winner for medium catogory. FRC NW provides intermediate and depot level repair for more than 12,500 different aviation components. Repair services are provided for jet engines, airframes, avionics, armament, aviation life support systems, ejection seats, and 2,300 pieces of support equipment.

FRC NW supports deployed operations afloat and overseas through three sea duty components.

Sea Operational Detachment (SEAOPDET) provides afloat maintenance support, repairing avionics, airframes, power plants and aviation life support systems for embarked EA-6B squadrons on board 11 aircraft carriers in the Pacific and Atlantic fleets. P-3 Operational Detachments (P-3 OPDET) provides similar maintenance support for forward-deployed P-3C squadrons at overseas locations. Van Operational Detachment provides intermediate level maintenance logistics support to forward-deployed expeditionary EA-6B Prowlers and EA-18G Growlers at overseas locations. FRC NW also manages the Support Equipment Repair Facility at Naval Station Everett in support of Pacific Northwest carriers.

The Naval Aviation Forecast Component (NAFC) Whidbey Island is manned by one DoD federal civilian forecaster and civilian contracted observers.

NAFC Whidbey Island is one of the Navy's busiest weather facilities, producing an average of 800 flight weather briefings (DD-175-1) and daily terminal aerodrome forecasts every month.

In addition to aviation weather services, NAFC Whidbey Island, in conjunction with their parent command Naval Aviation Forecast Center Norfolk, Va., operates year-round, 24 hours a day to provide local operating area forecasts and weather warnings to the Pacific Northwest military community. The command also provides oceanographic data and forecasts to NAS Whidbey Island's Tactical Support Center in support of Patrol Wing 10's undersea warfare mission.

The detachment is a collaborative regional research partner with the National Weather Service's Seattle Forecast Office and the University of Washington's Department of Atmospheric Sciences and Applied Physics Laboratory.

Marine Aviation Training
Support Group 53

Commissioned on Sept. 2, 1986, MATSG-53 Whidbey Island was activated and assumed duties as the senior Marine Corps command at NAS Whidbey Island.

MATSG-53 is the parent command for all Marines at NAS Whidbey Island who are assigned to VAQ-129, Fleet Readiness Center Northwest and Center for Naval Aviation Technical Training Unit. MATSG-53's mission is to provide administrative and logistical support for assigned Marine Corps personnel and to perform such other tasks and functions as may be directed by the Commandant of the Marine Corps.

All Marines reporting for duty or training must report to the Commanding Officer, MATSG-53, Monday through Friday, 7:30 a.m. to 4 p.m. at Building 108 on Ault Field. Marines reporting after hours should report to Building 385 on Ault Field to get their orders stamped. Maritime Expeditionary Security Squadron Nine (MSRON 9)

The Maritime Expeditionary Security Force's (MESF) primary mission is force protection conducted through fleet support with operations around the world. Anti-terrorism and force protection missions include harbor and homeland defense, coastal surveillance and special missions. Expeditionary warfare is the changing face of the Navy today.

MSRON Nine is comprised of nine departments along with three boat detachments and three security detachments. Specialized units work together with MESF squadron staffs providing intelligence and communications. MESF units deploy worldwide to detect, deter and defend an area, unit or high value asset.

Naval Air Technical Data

At the start of World War II, the Navy realized the shortage of skilled technicians needed to operate and maintain complicated electronic equipment, severely crippling the country's fighting capabilities.

The Bureau of Aeronautics established a pool of highly trained specialists whose services would be available to requesting activities wherever and whenever needed. The Airborne Coordinating Group, operating out of the Naval Research Laboratory in Washington, D.C., eventually evolved into the organization known as the Naval Aeronautical Engineering Service Unit (NAESU). NAESU Detachment Whidbey Island was established in 1967 to provide technical support for all aircraft and equipment aboard the air station. For 70 years, they played a major role in support of the A-6, EA-6B and P-3 aircraft, operating locally or deployed aboard carriers and shore facilities throughout the world.

On Oct. 1, 1998, NAESU combined with Naval Air Technical Services Facility (NATSF) to form the Naval Air Technical Data and Engineering Services Command NATEC. On Sept. 30, 2011 Naval Air Technical Data and Engineering Services Command transitioned to form the Naval Air Technical Data and Engineering Services Center.

Today, NATEC Detachment Northwest has a significant presence supporting EA-6B, EA-18G, P-3 and EP-3 aircraft. Over 40 civilian technical specialists provide training and technical assistance to 17 squadrons and Fleet Readiness Center Northwest in airframes, power plants, electrical, avionics, corrosion control and ground support equipment. These technical professionals are working to train the maintenance leaders of tomorrow and expand their knowledge in order to meet the demands of the future.

NCIS Resident Agency Whidbey Island, located in Building 13 on the Seaplane Base, falls under the NCIS Field Office Northwest located in Silverdale, Wash. NCIS is a worldwide federal law enforcement agency that has primary investigative and counterintelligence jurisdiction within the Department of the Navy (DoN), including the U.S. Marine Corps, and maintains a presence in every state and country in which DoN assets are stationed, visit or operate.

NCISRA Whidbey Island covers Island, Skagit, San Juan and Whatcom counties, as well as the Canadian provinces of British Columbia and Alberta. NCISFO Northwest also covers all of Washington, Oregon, Idaho and Montana, and is actively engaged on Joint Terrorism Task Forces and Joint Narcotics Tasks Forces throughout the area. NCISRA Whidbey Island currently consists of nine Special Agents, with mission priorities being the prevention of terrorism, protection of technology, research and classified programs, and reduction of crime impacting DoN. NCISRA Whidbey Island conducts investigations of felony level offenses such as murder, sexually based offenses, aggravated assault, theft of high value government property, identity theft, computer crimes, and narcotics trafficking and use committed by or against Navy and DoN civilians.

The NCIS fraud mission targets major procurement fraud and allegations of bribery, anti-trust, conflict of interest, environmental crimes and cost mischarging, as well as government charge card fraud.

Naval Legal Service Office

COMM (360) 257-2126/2127, DSN 820 NAS Whidbey Island has a branch of the Naval Legal Service Office (NLSO) located on the main base in Building 243 on Langley Boulevard across from the Navy Exchange Gas Station. They offer a variety of legal services to personnel on active duty, retired, mobilizing reservists, and their families. These services include, but are not limited to: notary services, powers of attorney, estate planning documents, advance medical directives, domestic relations, military rights and benefits, consumer affairs, immigration, landlord-tenant relations, indebtedness, Servicemembers' Civil Relief Act, tax assistance, and minor civilian criminal matters (advice only). The NLSO also provides personal representation and defense services to active duty men and women accused of criminal offenses arising under the Uniform Code of Military Justice, and those being administratively separated from the service.

Naval Ocean Processing Facility

Commissioned in July 1987, Naval Ocean Processing Facility (NOPF) Whidbey Island, formerly Naval Facility, Whidbey Island, is located at Building 2700 near Cliffside Park. NOPF's mission is to conduct continuous Anti-Submarine Warfare (ASW) and Maritime Domain Awareness (MDA) surveillance in support of Pacific Fleet objectives. Timely and accurate cueing to tactical forces is provided through acoustic data gathered from fixed and mobile Integrated Undersea Surveillance System assets in support of ASW and MDA efforts as directed by 3rd and 7th Fleets.

NOPF Whidbey Island is comprised of both a Shore and Sea Component with a crew of approximately 400 personnel to include officers, enlisted and civilians. In addition, a complement of Canadian Forces personnel supports the command's mission. NOPF's five Surveillance Towed Array Sensor Systems (SURTASS) ships are the USNS Impeccable, USNS Loyal, USNS Victorious, USNS Effective and USNS Able.

Navy Information Operations

The mission of Navy Information Operations Command (NIOC) Whidbey Island, located in Building 2700, is to provide authoritative, full Radio Frequency spectrum electronic attack planning and execution support, operational analysis and direct support augmentation to tactical and operational naval forces engaged in Information Operations, to develop new concepts, methods and processes to sustain effectiveness, and to keep pace with technological evolution and warfare challenges.

NIOC Whidbey Island is a small, but dynamic command. It's the parent command of Navy Information Operations Detachment (NIOD), Yakima, Wash. There are approximately 80 Sailors at NIOC Whidbey Island and NIOD Yakima.

NIOC Whidbey Island reports to Commander, Naval Network Warfare Command, for administrative coordination; Commander, U.S. Pacific Fleet for area coordination; and Commander, Navy Region Northwest for regional coordination.

Navy Munitions Command

The Navy Munitions Command CONUS West Division Detachment Whidbey Island provides ordnance logistics support and explosive safety training to fleet and tenant activities throughout the region.

The six divisions composed of multiple rates and civilian personnel provide storage, maintenance, assembly and issue of ordnance material, weapons support equipment issue/maintenance, ordnance certification and explosive driver/forklift operator training and certification.

Building 100 houses the Officer in Charge, Assistant Officer in Charge, Senior Enlisted Advisor, Ammunition Distribution and Control and Administration Divisions; Building 423 holds the Ordnance Operation Division and the Weapons Support Equipment Division.

Navy Operational Support Center (NOSC) Whidbey Island

NOSC Whidbey Island is responsible for the training and administration of Reserve Component Navy personnel assigned to units in the Pacific Northwest.

Over 300 Sailors perform monthly weekend drills in 19 augmentation units. In addition, units routinely drill worldwide on site with their active component gaining commands.

If mobilized, NOSC Whidbey units will provide trained, experienced and integrated fleet support across the operational spectrum. In peacetime, Selected Reservists support current operations and a variety of exercises, using both their military and civilian occupation skill sets.

Of its 30 active duty and civilian personnel, a number of them are assigned to support billets as either Individual Augmentees, or at various locations on the air station, such as the Naval Hospital and other tenant commands.

While most drilling Reservists live within Puget Sound, some travel from Oregon, Utah, Montana, California, Colorado, New Mexico, Nebraska and Washington DC to support gaining commands worldwide.

NOSC Whidbey is located on Ault Field at 1045 W Midway St., just west of the gas station. Classroom spaces support regular Navy activities during the week and Navy College Program classes at night.

NPASE Det. Northwest Sailors are the public affairs (PA) first responders for contingency operations worldwide. NPASE West Det. Whidbey provides direct PA support to fleet and regional commanders via deployable PA teams producing internal and external news products and professional media liaison staff.

Located in Haviland Hangar, NRNIC is an efficiently managed SCI communications network operations center enhancing the operational readiness of Pacific Northwest war fighters by providing rapid and reliable multimedia access to special intelligence products and services.

Under the operational and administrative control of Commander, Electronic Attack Wing, Pacific, NRNIC also hosts training for Whidbey Island's Electronic Attack squadron cryptologic and intelligence specialists.

Navy Region Northwest Fire & Emergency Services Battalion #3

Navy Region Northwest Fire and Emergency Services (NRNW) provides a myriad of fire protection services to support the Navy mission. These services include: aircraft rescue firefighting, structural firefighting, emergency medical services to include transport, hazardous materials/CBRN response, wild land firefighting and technical rescue. In addition to supporting the Navy mission, Navy Region Northwest Fire and Emergency Services supports the local communities on the island through well exercised mutual aid agreements.

The department's Fire Prevention Office is responsible for public education, code enforcement and fire investigations. To support education and training, the office conducts fire extinguisher classes, trains fire wardens, conducts fire drills and briefs Navy personnel on the best ways to prevent fires. In their efforts to prevent fires the office conducts building plans review, conducts monthly inspections, issues permits and oversees the readiness of fire suppression systems.

Personnel Support Activity
Detachment, Whidbey Island (PSD)

PSD Whidbey Island is a detachment of Navy Pay and the Personnel Support Center of Norfolk, Va. Located in Building 2641 (behind the Convergence Zone), PSD maintains personnel and pay records for all shore activities. PSD also handles travel claim liquidation, transportation arrangements, official passport processing and ID card issuance for all DoD personnel and eligible family members on Whidbey Island.

Reporting Sailors should report to their command first. Then call PSD, (360) 257-1147, as soon as possible to arrange for a check-in appointment with the Receipts section. It is important not to delay as pay and allowances could be adversely affected.

Arrivals after 5:30 p.m. or on weekends should report to the NAS Whidbey Island Command Duty Officer at Building 385 to have their orders endorsed and check in with the command as soon as possible. Call PSD the following workday and arrange for a check-in appointment with the Receipts section.

PSD hours of operation are Monday through Wednesday and Friday, 7:30 a.m. to 4 p.m.; Thursday, 9 a.m. to 4 p.m. PSD and Seaplane ID desk facility Navy Exchange, Building 17, issues ID cards on a "by appointment" basis Monday through Friday, 8 a.m. to 4 p.m. CAC issuance is also available at the Seaplane ID desk on Saturday, 9 a.m. to 5 p.m., (360) 257-6070.

The Office of the Staff Judge Advocate (SJA), also known as Region Legal Service Office (RLSO) Northwest, Detachment Whidbey Island, is co-located in Building 243 with Naval Legal Service Office (NLSO) Northwest, Branch Office Whidbey Island. The SJA is the installation's senior attorney and primary legal advisor to NAS Whidbey Island and all other tenant commands on board the installation.

Responsibilities include General Court-Martial Convening Authority administrative separation reviews, mast appeals, Freedom of Information Act requests, Privacy Act requests, release of official information and testimony for litigation purposes, Service of Process, and JAGMAN investigation reviews. The SJA is a designated ethics counselor, reviews installation fundraising requests, and provides advice and training to all departments and tenant commands.

The SJA is also the Special Assistant United States Attorney responsible for prosecuting in federal magistrate court those misdemeanor criminal offenses that occur on board NAS Whidbey Island. The base Traffic Court Magistrate, responsible for adjudicating traffic violations occurring on base, also falls under the SJA Office.

TPU Whidbey Island Detatchment provides transient personnel the most expeditious and professional transition possible for future excellence in the Navy and civilian society. TPU serves personnel en route to assignments or pending separation; personnel awaiting transfer or limited duty orders; and personnel pending end of obligated service and retirement.
