The store’s mission is to enhance the quality of Navy life by responding to authorized patrons demand for food and household products at significant overall savings in a very convenient, courteous and clean shopping environment. There is a cash-back limit of $25 on debit card purchases.

 

Features of the commissary are a full line of fresh meats, vegetables and 10,000 line items of frozen, chilled and dry grocery products. Specialties of the commissary are party trays consisting of deli meats and cheeses, fruit andvegetables, rotisserie chicken, sushi, lobsters and live tropical plants. The Fire Department provides fire, Advanced Life Support (ALS) emergency medical services and hazardous materials responses as well as non-emergency support services to the Newport Navy complex. The department is staffed 24 hours a day, seven days a week to respond to emergencies both on and off of the installation via reciprocal mutual aid agreements with the surrounding community. Fire department resources also include a fire inspection staff responsible for fire prevention, fire inspection, code and regulatory compliance, and construction plans reviews.

 

For Housing: Fire and emergency service responses to all off-base housing is provided by the local communities — in the event of an emergency off base dial 911.

The Fleet and Family Support Program (FFSP) extends a warm welcome to all newly arriving single and married service members. Stop by the Center to obtain more detailed information about the programs and services available. The Fleet and Family Support Center mission is to assist commands in achieving operational readiness, superior performance, member retention and quality of life for military personnel and their families. Services provided by the Fleet and Family Support Center include:

 

Information and Referral provides via e-mail, walk-in and phone; referrals are made to both military and civilian agencies in order to effectively assist service members or their families relocating to the Newport area. Information on social services, child care resources, housing information, emergency services, health and medical resources, recreation, schools and educational services and more is available.

 

Deployment Support programs such as pre-deployment briefings, Ombudsman Support, Individual Augmentee support and post-deployment programs are available. Support for Command Mobilizations and Repatriations are also offered, when needed.

 

Relocation Assistance Program (RAP) provides individual consultations and classes such as Home Buying, Sponsor Training, Welcome Aboard Packages, Loan Locker items, overseas information and Smooth Move programs and more.

 

Ombudsman Program provides Ombudsman Basic Training, Ombudsman Advanced Training, consultation and logistical support for all local area Command Ombudsman.

 

Life Skills Education Programs are available such as Anger Management, Stress Management, Marital Communication, Assertiveness, etc., to assist active duty and family members, both personally and professionally. Classroom workshops, videos and book are also available for use. Programs are also offered as General Military Trainings for the convenience of the Command.

 

Family Employment Readiness Program (FERP) is a program designed to assist service members and their families in overcoming the significant difficulties associated with finding employment, especially during relocation. The program provides tools to assist in career planning, interview techniques, federal employment information, job search strategies and how to prepare for today and tomorrow’s work place.

 

Personal Financial Management Program (PFM) provides individual consultation and programs in budgeting, financial skills, consumer information, thrift saving plan, homebuying, and savings and investments.

 

Clinical Counseling is available with Licensed Masters Level professional counselors who provide short-term counseling and crisis support, i.e, individual, marital and family counseling. The counseling staff at the Fleet and Family Support Center facilitates various support groups and life skill programs.

 

Family Advocacy Program (FAP) addresses assessment, prevention, intervention and treatment of child abuse or domestic violence issues within military families to provide stabilization during times of crisis.

 

Sexual Assault Prevention Response (SAPR) program provides awareness and prevention education, victim advocacy and intervention services, data collection and command consultation and support for victims of sexual assault

 

Transition Assistance Management Program (TAMP) assists military personnel and their families with the transition from military to civilian life by providing programs on veterans benefits, resumes and interview training, entitlements, job listings, referrals and employment counseling.

Tradition has it that on a late October’s day in 1884, Commodore Stephen B. Luce, USN, was rowed from the flagship of the North Atlantic Squadron anchored off Newport to Coasters Harbor Island two miles north of the center of Newport, a site designated earlier that month by the Secretary of the Navy for a new kind of college. Once on the island, Luce proceeded to a large stone building, the former Newport Asylum for the Poor, climbed its rickety stairs, and as he opened the front door solemnly announced to his few companions and the empty grounds, "Poor little poorhouse, I christen thee United States Naval War College."

 

Today the "little poorhouse" is a well-preserved and stately structure, a National Historic Landmark and home to the Naval War College Museum. Named Founders Hall in honor of the founding fathers of the College, it is uniquely suited for its current purpose. In addition to being the original site of the College, it is where Captain Alfred Thayer Mahan, USN, second president (1886-1889) and subsequently a renowned naval historian, first delivered his lectures on sea power —lectures which were first published in 1890 as the epochal The Influence of Sea Power upon History, 1660-1783.

 

Today, the Naval War College Museum is one of the twelve official museums of the U.S. Navy. It is operated under the Naval History and Heritage Command, Washington, D.C., in cooperation with the Naval War College.

 

Collection and Exhibit Themes

The Museum’s themes are the history of naval warfare, particularly as studied at the College, and the naval heritage of Narragansett Bay — a tale that begins with the nation’s colonial roots. Its collection consists of items relating to these subjects that are perceived to be of value to scholarship, and it forms the core for exhibits throughout the College and for educational outreach projects. Besides permanent exhibits on the College, the genesis of the Navy in the region, and the evolution of permanent naval installations from the late nineteenth century to the present, the Museum features short-term special exhibits relating to College curriculum and to current naval-related topics. In general, the Museum exhibits identify milestones in the evolutionary development of war at sea; explain the significance of the sea as a factor in the formulation and the attainment of national policy objectives; describe the character, educational philosophy, and mission of the College; and chronicle the eventful relationship of the U.S. Navy with Narragansett Bay and its people.

 

Public access to the Museum with personal vehicle is through Gate 1 of U.S. Naval Station, Newport. For reservations please call (401) 841-4052 at least one working day in advance. Reservations and photo identification are necessary for entry onto the Naval Station. Visitors must stop at the Pass Office before proceeding to Gate 1.

 

Facilities for the handicapped are available as is a gift shop operated by the Naval War College Foundation (which partially funds Museum operations). The Personal Property Processing Office (PPPO), a satellite office of Joint Personal Property Shipping Office (JPPSO), Detachment 2, is responsible for the counseling of entitlements on shipment/storage and delivery of household goods, unaccompanied baggage, mobile homes and privately owned vehicles of all military and civilian personnel.

 

Personnel incoming to the Newport area can contact the PPPO to update their contact phone numbers, e-mail address and delivery address, if available, or they can call the Customer Service Department at JPPSO-NE. Additionally, personnel moving within the Defense Personal Property Program (DP3) are reminded to access their DP3 account in order to keep their contact address, phone numbers and e-mail addresses up to date at all times. Maintaining current contact information is critical throughout the entire move.

 

You may also check the status of your shipment via JPPSO-NE’s Interactive Voice Response (IVR) telephone system 24 hours a day, 7 days a week at (800) 235-7776. Additionally, other valuable information such as tracking your POV shipments or locating a scale for a personally procured move (PPM) can be found on the DoD Household Goods Portal at: www.move.mil. For DP3 shipments can be checked via an IVR 24/7 at (800) 326-2137. Personnel occupying government quarters are advised to review floor plans and ship only those household goods that can be accommodated in the units. It is recommended that those items that cannot be placed within the unit be stored at the point of origin. Entitlements are outlined in the Joint Federal Travel Regulations paragraphs U5345D and U5380. Arrangements must be made at the time of outbound counseling. Permanent long-term storage is only authorized at Newport as an overflow to government quarters. Those living off base will be responsible for their own storage units and storage charges.

The Chapel of Hope at Naval Station Newport is a beautiful house of worship nestled in a scenic corner of the base in the midst of "Training Country" adjacent to the Naval Academy Prep School (NAPS) and Officer Training Command Newport (OTCN) facilities. It has been a spiritual sanctuary for thousands of Sailors, Officer Candidates, students, DoD civilians, families, and Trainees for many years. Ongoing programs include worship, Bible Studies, music ministry, and spiritual growth classes. A Chaplain is available for counseling in a confidential setting. This office serves as a link between local retirees and the military community, as well as other governmental agencies that provide assistance to retirees. The office is staffed with retired volunteers who assist retirees directly or refer them to organizations that will best serve their needs.

The NAVSTA Newport Safety Office provides a full-service, comprehensive safety program consisting of 38 major occupational safety and health programs. The range of responsibility and support required is vast and covers diverse disciplines such as afloat, waterfront, shore, industrial, recreational, housing and retail.

 

Unlike any other Naval Station Newport Department, the Safety Office is responsible for providing services to outlying Naval activities in New York, Connecticut, Vermont, New Hampshire, Maine, and Massachusetts.

 

The Safety Professionals utilize an effective proactive hands-on approach that emphasizes finding solutions that help supervisors take immediate and lasting action to eliminate hazards and potential health and safety problems. This coupled with a command structure that considers safety synonymous with mission has historically resulted in an ongoing superlative safety record, and has fostered an environment for safe work, play, and living for sailors and civilian employees alike.

One of the primary concerns upon reporting aboard will be to obtain vehicle authorization. During working hours, this authorization will be issued at the Naval Station Newport Pass & ID office ,Building 1377, located at Cloyne Court off of Training Station Road near gate one. If reporting after working hours, passes for 24 to 72 hours may be obtained at open gates.

 

To obtain a permanent vehicle decal and to drive on the installation the following requirements must be met:

Valid vehicle registration; valid driver’s license; valid military or government ID card; valid vehicle inspection; and current insurance company name and policy number (insurance policy must meet the Rhode Island requirements of $25,000 bodily injury liability per person, $50,000 bodily injury liability per accident and $25,000 personal property liability). In addition you must sign the Non-Government Vehicle Registration Form (OPNAV 5560/1), certifying that all traffic, security and parking regulations will be followed and relieving the government of liability for any loss or damage, not attributable to negligence of employees on official duty. Violation of state and local traffic laws may result in suspension of base driving privileges. You cannot drive on the installation if you do not meet the aforementioned requirements. For visitor, contractor or other access requests contact the Pass & ID Office for instructions on the admission process.

Assistance from the community plays a major role in helping the Naval Station’s Security Department. Suspicious activity should be reported to the Police Dispatcher immediately and emergencies via 911. You are encouraged to report anything out of the ordinary and you may remain anonymous. The Naval Station’s police force is a full-service law enforcement agency which maintains close ties with local, state and federal law enforcement agencies. Federal police officers maintain 24-hour daily patrol of the installation, tenant commands and surrounding federal property. Our patrol officers enforce all laws and regulations to include United States Code (USC), Uniform Code of Military Justice (UCMJ), assimilated Rhode Island law and applicable instructions. They ensure the integrity of our gates, offer assistance to those in need and proactive patrol measures serve to detect, deter, and defend against terrorist activity. Detectives are on staff to investigate criminal activity. The coordinated efforts of all branches of the Security Department working together ensure the protection and service to our community. The Security Director and Operations Officer are responsible for maintaining the quality, professionalism and training of our personnel, provide a link from the public to the Commanding Officer, as well as gather data and view trends of criminal and security concerns so our law enforcement and security resources are utilized to their maximum potential.

Hosted by Naval Station Newport and sponsored by the Department of Defense, STARBASE-Atlantis Academy is nurturing the next generation of scientists and engineers. Through innovative and challenging hands-on/minds-on lessons and activities, fifth-grade students are immersed in engaging Science, Technology, Engineering, and Math (STEM) related learning for a 25-hour learning experience over a period of five days. By encouraging students to become more involved with the STEM subjects early in their education, the DoD hopes to inspire, develop, attract, and retain a pool of world-class STEM talent that will meet the Nation’s current and future challenges.

 

In order to meet the STEM needs of the 21st century, the STARBASE program has added to its new curriculum, which includes standards-based investigations and experiments, in the following topic areas: Newton’s Laws of Motion, Fluid Mechanics, Aerodynamics, conducting investigations into Matter, Physical and Chemical Reactions, Navigation and Mapping, Nanotechnology, Engineering and Design and STEM Careers. With the Engineering Design Process students learn to sketch, model and assemble using the ProENGINEER Creo Elements Computer-Aided Design program. This exciting curriculum encourages students to consider future STEM careers both in the military and/or in the civilian sectors.

 

The STARBASE-Atlantis partnership with NAVSTA Newport not only exposes children to the real-world applications of math and science but, it also offers students opportunities for interaction with military and DoD personnel who volunteer in our program. Our students benefit greatly from the positive role models in a military environment where respect, discipline, and teamwork are the norm. The STARBASE-Atlantis faculty and staff are proud to be a part of this dynamic partnership working together toward greater STEM literacy and ultimately greater national security.
