Legal Office
The Office of the Staff Judge Advocate provides legal counsel to commanders and base leaders on myriad matters, including military justice, quality force management, civil law, labor law, environmental law, contract law, ethics law, operational law, and torts and claims law. The office also provides legal assistance concerning personal, non-criminal matters to active-duty military members of allied armed forces serving in the United States, retired personnel, as well as survivors and family members. Those eligible to receive legal assistance may meet with an attorney by appointment. The Office of the Staff Judge Advocate is located in Building 770 and can be reached at (406) 731-2878.
Public Affairs Office
The Public Affairs Office serves the entire Malmstrom community with a variety of information media, including the base website, weekly newspaper, this base guide, the base marquee system and cable channel seven, the Commander's Access Channel.
Public Affairs professionals also tell the Malmstrom story off base through their liaison with local, regional and national print and broadcast news media. The base tour program and Speakers' Bureau gives local, statewide, U.S. and Canadian citizens the opportunity to see and hear about Malmstrom's mission firsthand. Comptroller
The 341st Comptroller's Financial Service's Flight is open weekdays, 9 a.m. to 3 p.m. Any questions or problems with allotments, advance pay, basic allowance for housing, travel entitlements, including TDY and PCS travel advances and settlement payments, or other pay-related items can be brought to their attention at the Financial Customer Service Section, located in Building 1191, Room 114 and can be reached by calling (406) 731-3193.
All incoming military personnel must attend a PCS in-briefing where they will accomplish a travel voucher. Contact the Military Personnel Section to schedule this appointment. Any questions concerning DTS, Leave-web, GTC and BAS should be brought to the attention of your unit monitors first to see if they can resolve your issue.
Airman and Family Services
The Airman and Family Readiness Center in Building 1192 and offers a variety of enrichment programs. The AFRC serves as a one-stop center for information and referrals, coordinates family policy, serves as a link to community and base agencies, provides leadership consultation to commanders, and offers direct services and programs to Air Force personnel.
Some of the direct services available are financial counseling, relocation assistance, transition assistance, individual and/or family enrichment, spouse employment assistance, volunteer opportunities, Airman's Attic and help through the Air Force Aid Society. The AFAS provides financial help to Air Force members and their families during unforeseen emergencies. Assistance is in the form of grants and no-interest loans. In addition to welcoming newly assigned individuals and families, the center also maintains information on other Air Force bases and a list of childcare providers. Military Personnel Section
The Military Personnel Section (MPS) provides personnel (human resource) services for members assigned to Malmstrom AFB to include retired military and family members of both active-duty personnel and retirees. The MPS is the hub for information related to career enhancement, relocations, in-processing, passports and ID cards during peacetime and wartime. The Customer Service section is located in Building 1191, Room 103. This is the central location to obtain information related to personnel matters and the operating hours are Monday through Friday, 7:30 a.m. to 4:30 p.m. All other sections in the MPS take walk-in customers Monday through Friday, 7:30 a.m. to 2 p.m. Appointments only, 2 to 4:30 p.m. Monday through Friday and the 3rd Thursday of each month for MPS in-house training. Chapel
The chapel staff offers a full range of religious activities and services. In addition to regularly scheduled Catholic and Protestant Worship Services, they also offer a variety of religious activities and programs for all faiths and every age. These include religious education, choirs, Bible studies, parish organizations, pastoral counseling, religious rites and community service programs. Chapel programs are available for all Department of Defense personnel and their families. The chaplains and chaplain assistants also provide extensive visitation for all work areas throughout the base including the 13,800 square-mile missile field.
Worship services and ministries for other faith groups are available in cooperation with the local religious community. Please contact the chapel for times, location and points of contact. Baptisms and marriage ceremonies may be arranged by calling the chapel and setting up an appointment with a chaplain. Requirements for marriage vary, but contact with a chaplain should be made at least six months in advance of the planned wedding date. The chapel sponsors the Detour Airmen's Center in Building 650, a cyber cafe featuring Internet access and gaming, coffee bar, movie and band rooms, and other special activities. The center is open most nights, in addition to Saturday afternoon.
Confidential pastoral counseling is available for individuals, couples and families. Persons seeking counsel can call the chapel at (406) 731-3721 during normal duty hours for an appointment. Commissary
The Malmstrom Commissary has more than 12,000 line items to choose from with savings up to 30 percent. The facility has five full service registers and five self check-out registers.
Special features include a bakery, delicatessen, sushi bar, produce, meat, chilled and frozen food sections, as well as weekly specials. Manager specials are offered weekly at an even greater savings. The bakery offers fresh-baked doughnuts, pastries, cakes and other items, along with custom-decorated cakes for special occasions. The produce area offers more than 250 different items with savings up to 40 percent. They also offer a wide choice of organic fruits and vegetables. The meat department features the highest quality of pork and seafood, as well as choice and select beef and chicken. Special request orders are gladly accepted in all departments.
There is a semi-annual case lot sale in May and September for great buys on select items. The commissary is located adjacent to the chapel between 5th Street and Avenue C. The commissary is open Tuesday, Wednesday, Friday and Saturday, 9 a.m. to 7 p.m.; Thursday, 9 a.m. to 8 p.m.; and Sunday, 10 a.m. to 6 p.m. and is closed on Monday and holidays. Early bird shopping for 15 items or less is available Tuesday through Saturday, 7 to 9 a.m.
Exchange and Shoppette
The Exchange is a full-service store that carries discount clothing, housewares, gift items, special orders and seasonal items, as well as small appliances, stereos, large appliances and televisions. Check-cashing service, Western Union and fishing and hunting licenses are also available. Hours are Monday through Sunday, 9 a.m. to 7 p.m. Check for holiday hours.
Shoppette and Class Six
The Shoppette is a convenience store connected to the Exchange offering a wide variety of food and beverages, full class six, health and beauty aids, cleaning supplies, pet supplies and periodicals. They also offer video rental of all the latest video releases, along with some of your old favorites.

Malmstrom's Burger King is located across the street from the Exchange and close to the dormitories. It offers fast food and other selections in the restaurant or you can use their convenient drive-up window. Hours are Monday through Friday, 6 a.m. to 7 p.m.; Saturday, 7 a.m. to 6 p.m.; and closed Sunday.

BARBER SHOP
The Barber Shop is located in the Exchange complex. Hours are Monday through Friday, 7 a.m. to 6 p.m.; Saturday, 9 a.m. to 4 p.m.; and closed Sunday.
LAUNDRY/DRY CLEANERS
The laundry and dry cleaners are located in the Exchange complex. They offer alterations and other cleaning services. Hours are weekdays, 8 a.m. to 6 p.m.; Saturday, 10 a.m. to 4 p.m.; and closed Sunday.
OPTICAL SHOP
Located in the Exchange complex, the optical shop has an on-site lab to fabricate single-prescription lenses. Also, contact lenses and safety glasses may be ordered. Hours are weekdays, 10 a.m. to 6 p.m.; Saturday, 10 a.m. to 4 p.m.; and closed Sunday.
FLOWER SHOP
The flower shop is located in the Exchange complex and offers a variety of services to include wire service and delivery on and off base. Hours are Tuesday through Friday, 8:30 a.m. to 5 p.m.; Saturday, 10 a.m. to 4 p.m.; and closed Sunday and Monday.
SERVICE STATION
The service station sells gasoline, tires, automotive accessories, and performs minor repairs and maintenance. Hours are Monday through Friday, 7 a.m. to 6 p.m.; closed Saturday and Sunday. However, the gas pumps provide 24-hour pump service when using a credit card.
U.S. Bank
U.S. Bank is located at 228 75th St. North or Building 1028 (across from the Shoppette). The bank offers checking and savings accounts, CDs, home loans and many other services that will best suit your needs. Hours are Monday to Friday, 9 a.m. to 4 p.m. For more information call (406) 454-8857. Their 24-hour banking center is available by calling (800) US-BANKS. They also have three ATM locations on base that are available 24 hours a day. The first is located just outside the bank and the others are in the Exchange next to the barbershop and in the commissary.
1st Liberty Federal Credit Union
1st Liberty Federal Credit Union can help with all your banking needs. It is also located in Building 1028 (across from the Shoppette). As the Base's Credit Union, 1st Liberty offers a variety of products and services to serve you such as free checking accounts, new and used car loans, direct deposit, home banking/on-line bill pay, low interest loan rates and mortgages. TRICARE was implemented on Malmstrom April 1, 1997. TRICARE offers three options, TRICARE Standard, TRICARE Extra and TRICARE Prime.
All active-duty members must enroll in TRICARE Prime. They should visit the TRICARE Service Center, located in the Malmstrom Clinic, to complete an enrollment form within the first month of their arrival at Malmstrom. Family members, however, have a choice as to which option best suits their healthcare needs.
TRICARE Standard is a fee for service option. It is the most costly option, but offers the most choices of providers. Beneficiaries who choose this option will not be able to be seen by a Malmstrom Clinic provider but will be able to use physical therapy, pharmacy, laboratory and radiology. They will also be required to meet an annual deductible and cost shares.
TRICARE Extra is similar to TRICARE Standard in that beneficiaries must still meet their annual deductible; however, by selecting a doctor or medical specialist in the TRICARE network, beneficiaries save five percent on their cost-share.
TRICARE Prime is similar to civilian Health Maintenance Organizations. The military treatment facility is the heart of the HMO, augmented by a network of civilian specialty physicians. Beneficiaries who choose this option are assigned a Primary Care Manager (PCM) at the Malmstrom Clinic or a civilian provider who has agreed to be a PCM.

Family Advocacy Program
The Family Advocacy Program has three components: Maltreatment, Special Needs Identification and Assignment Coordination, and Outreach and Prevention.
MALTREATMENT
The Family Advocacy Program deals with child abuse, spouse abuse and neglect in the Air Force. It was created to help identify abuse problems in the Air Force community and to help those families get the assistance and protection they need.
In addition to assisting married couples in receiving protection, "unmarried intimates" can also be provided services. An unmarried intimate is defined by the Department of Defense as "A former spouse, a person of the opposite sex with whom the victim shares a child in common, or a person with whom the victim shares or has shared a common domicile." Maltreatment referrals involving unmarried intimates, where at least one partner is active duty military, can be brought to the attention of the Family Advocacy Program.
In the Air Force, stressors on family life can be great. Long separations, frequent transfers, lack of choice in job placement, authoritative management styles and high-risk jobs are some of the service-induced stressors that separate families from support systems. This, in turn, places pressure on service members and their families. These factors and other service and non-service induced stressors create pressures and may erupt in physical violence, emotional abuse or neglect within the family. It is, therefore, the goal of the Family Advocacy Program to successfully reach all Air Force families and prevent these forms of maltreatment.
However, when abuse or neglect is reported, the Family Advocacy Treatment Manager must intervene. The Family Advocacy Program is also instrumental as an educational and referral source to help parents who are having difficulties in parenting their children. A close liaison with off-base agencies, as well has specialized classes, have been established to help these families.
SPECIAL NEEDS IDENTIFICATION AND ASSIGNMENT COORDINATION PROGRAM
The Special Needs Identification and Assignment Coordination (SNIAC) program is an Air Force mandated program for all active-duty personnel with a special needs family member who requires medical, emotional or educational services. Air Force medical providers in the Family Practice Clinics and Pediatric Clinic identify and refer family members with chronic medical, emotional and educational diagnoses to the program. Normally these are conditions that require care inside or outside the realm of the average Air Force clinic. The SNIAC program officer coordinates and assists with the Family Member Relocation Clearances and processes program reassignments.
Upon notification or anticipation of PCS, every family should determine whether or not they need to accomplish a Family Member Relocation Clearance (FMRC). This process has been established to protect dependents from PCSing to bases that would be unable to provide for their medical, educational or emotional needs.
Essentially, every family anticipating an overseas assignment, and every family enrolled in the SNIAC Program must receive a clearance for all family members before PCS orders are issued. The process for obtaining the clearance is quite simple and is completed in approximately 10 business days. It begins with an appointment in the Medical Treatment Facility where both Family Advocacy and medical personnel will interview family members. All special needs will be identified on an AF Form 1466 and then faxed to the gaining base. A completed AF Form 2792 must also accompany the 1466. Medical personnel at the gaining base will review the special needs and make a determination about whether or not those needs can be met by either military or civilian providers in the local area. If specialty care is available, the family will be cleared for PCS to the gaining base. If specialty care is not available, the family will be notified, and the assignment may be declined. However, some overseas assignments can become unaccompanied tours for the active duty member.
If your family is receiving specialty care for any condition either in the military, by a TRICARE provider or otherwise, please ensure that you are enrolled into the SNIAC program. If you are moving to another stateside base and we do not know about your needs, we will be unable to verify that those services will be available for you at your next assignment. Please assist us in identifying those needs. If you are not currently enrolled in the SNIAC and do have special needs in your family, please contact the Family Advocacy Office at (406) 731-2161. The FMRC process should ensure that the entire special needs of your family members will be met every time you PCS. We want your family to reside in a community that can meet all of your medical, educational and emotional needs.
OUTREACH AND PREVENTION
Family Advocacy prevention programs are based on the concept that it is better to provide programs and services before problems occur.
The goals of the outreach and prevention programs are to keep Air Force families healthy, and to conceptualize the Air Force Surgeon General's vision of "Building Healthy Communities." Our programs are designed to address issues that are common to military families. In addition, outreach and prevention programs identify and provide assistance to families that might be in need of special services. Pregnant or parenting teens, single parents, families with exceptional family members, new parents, newlyweds and families experiencing duty-related separations, are examples of populations that may be targeted for special programs and services.
The Malmstrom Family Advocacy Program has two major program areas which emphasize "putting prevention into practice." This includes the New Parent Support Program and Outreach Program.
NEW PARENT SUPPORT PROGRAM
The Family Advocacy Nurse, a registered nurse, provides education, training, guidance and support to new parents. These services are provided to the family beginning in the prenatal period and continuing up to the first three years of the baby's life. The program assists new parents through office visits, doctor or WIC visits, hospital visits, home visits and group settings.
The New Parent Support Program also provides additional services to families with children 3 years old and younger, which consists of a licensed clinical social worker, a registered nurse and a Family Advocacy Program Assistant. They make home visits to provide education, information and support to families. This is accomplished through interaction, communication and demonstration of parenting skills, as well as couple's communication. They assist families experiencing a variety of stressful situations such as being a single parent, adjusting to a new family member, dealing with duty separations and parenting difficult children and teens.
FAMILY ADVOCACY STRENGTH BASED THERAPY SERVICES (FAST)
FAST services are provided to eligible families and include: Psychosocial assessments of identified clients at risk for family maltreatment. These families will be provided information, referral services, crisis intervention, brief/short-term therapy and/or supportive interventions in helping them function constructively and reducing the potential for physical and emotional maltreatment.
OUTREACH PROGRAM
The main goals of the Outreach Program are: to promote family wellness and cohesion; to enhance family life-management, problem-solving and interpersonal relationship skills; to heighten community understanding of abuse and ways to address it, and to identify community resources by promoting and developing community partnerships and building community resilience. Health and Wellness Center
As part of the 341st Medical Group, the Health and Wellness Center's (HAWC) mission is to strengthen the combat capability of Malmstrom Air Force Base by maximizing the human weapon system through lifestyle management that is delivered by a highly trained, well equipped, fit team. This high quality evidence based healthcare is delivered through a partnership with our clinical colleagues and is aimed at improving quality of life. The HAWC presents these essential elements of a healthy lifestyle by providing health and fitness assessments, tobacco cessation opportunities, nutritional counseling and exercise prescription. Dental Clinic
The dental clinic provides routine dental care to all assigned active duty members Monday through Friday. Active duty readiness remains the primary focus and mission of the dental flight. Priorities of care are: active duty personnel in dental class three or four, rated personnel, mobility personnel, active duty identified for remote or GSU duty and all other active duty. Non-active duty beneficiaries may receive care only on a space available standby basis. A dentist is on call 24 hours a day, seven days a week and can be accessed after hours utilizing the Medical Group's after-hours answering service at (406) 731-4MED (4633).
Family members are encouraged to enroll in the TRICARE active duty family member dental plan. Those enrolled in this program receive care from an accepting civilian dentist of their choice. Malmstrom Spouses' Club
The Malmstrom Spouses' Club is open to all active-duty officer, enlisted and retired military spouses. The mission of the MSC is to raise money for select charities including college scholarships and to provide a social organization for spouses. They have a monthly social meeting in addition to many mini groups (i.e. golf, book club and bowling) that meet throughout the month. There are many ways to get involved. Thrift and Consignment Store
The Thrift and Consignment Store is open to all active-duty and retired military members and their families as well as DoD employees. It is a great place to find bargains on gently used furniture and electronics, children's items, housewares and clothing. Volunteers from the Malmstrom Spouses' Club and base community staff the store and the profits are given to MSC supported welfare projects. The store is located in Building 581 on Goddard Avenue. Airman's Attic
The Airman's Attic is a great place to give or get great usable household and baby items, as well as clothing at no charge. It is open for enlisted members, E-6 and below, during scheduled hours.
