Family Services

Blue Star Card Program
The Family and MWR Blue Star Card is a discount and activities program for Army spouses and families of deployed Soldiers. The program is a joint effort of all Family and MWR facilities with the primary goal of supporting families and thanking them for the sacrifices that they go through as a spouse, son or daughter of a deployed service member. Family and MWR realizes the difficulty of deployment and is committed to doing its best to make deployment in Hawaii as pleasant of an experience as possible.

Through Family and MWR and the Army Family Covenant, the Blue Star Card program is able to provide discounts at many of our Family and MWR facilities and extensive child care benefits, as well as special events and activities for families. Events include monthly countdown parties and bus trips to local attractions.

Cardholders are also provided specials at large Family and MWR events, such as reserved seating areas or discounted or free ride and game tickets. These events allow for the unique camaraderie and support that is only found with others who truly understand what it means to have a loved one deployed.

Any Army spouse or family care plan provider of a combat deployed Soldier is eligible for a Blue Star Card, which can be used for the duration of the Soldier's deployment. Cards are issued as early as 30 days prior to deployment at Army Community Service on Schofield Barracks and Fort Shafter.

Child Care Programs
Child Development Center (CDC): The CDC delivery system offers full-day, part-day and hourly care in five facilities located at Fort Shafter, Schofield Barracks, Helemano Military Reservation (HMR) and Aliamanu Military Reservation (AMR) housing areas. In addition, a third CDC will be opening on Schofield Barracks in Mar. 2012.

Full-day programs offer services to children ages 6 weeks to 5 years old, whose parents require child care on a regularly scheduled, daily basis (five to 12 hours per day). The hours of operation are Monday through Friday, 5:30 a.m. to 6 p.m. While at the center, children are served breakfast, lunch and afternoon snacks.

Part-day programs are offered in three of the five facilities. Program options are two-day, three-day, or five-day per week developmental programs with morning and afternoon sessions. The part-day program is offered for toddlers 18 to 36 months of age, and for preschool children 3 to 5 years old.

Hourly care programs are offered in three facilities for children 6 weeks to 5 years of age to meet the needs of parents who require child care on a drop-in basis (one to 20 hours per week). Hours of operation are Monday through Friday, 8 a.m. to 4 p.m. Reservations for hourly child care may be made on the same day or up to two weeks in advance. Children for hourly care will be accepted on a walk-in basis if space is available and an up-to-date registration card is on file (to include shot records).

Family Child Care (FCC): This program is a professionally managed network of individuals who provide child care in their government quarters. Military family members who become child care providers receive formal training and must comply with established standards. Certified homes are monitored regularly by Community Health, the Fire Department, the Installation Fire and Safety Office and FCC staff. Family Child Care homes offer flexible hours and a wide range of services for the child. This service is convenient for the shift workers and for parents of young children who prefer a "home atmosphere" for child care.

School Age Services (SAS): Provides year-round child care options for school-age children in grades K-5. Options include before school, after school, full-day, hourly and a nine-week summer day camp program. The SAS program is a nationally accredited program and has partnerships with the Boys & Girls Clubs of America and National 4-H. SAS centers are located at Schofield Barracks, Helemano Military Reservation (HMR), Fort Shafter and Aliamanu Military Reservation (AMR). A monthly fee is required to participate.

Employment Services
The Civilian Personnel Advisory Center (CPAC) provides services to all Army activities in Hawaii, with the exception of the Hale Koa Hotel, Hawaii Army and Air National Guard, Army and Air Force Exchange Services (AAFES), and the Defense Commissary Agency (DeCA).

The service workforce has more than 4,200 appropriated fund (APF) and 1,000 non-appropriated fund (NAF) employees. The CPAC operates a NAF office that provides job information for NAF vacancies. It is open Monday through Friday, 9 a.m. to 3:30 p.m., except on federal holidays, and is located in Building 1507 on Fort Shafter Flats.

DoD Military Spouse Preference Program-Priority Placement Program (PPP)
Spouses of active duty military members of the armed services who have some type of civil service-appointable status may maximize their job opportunities by taking advantage of the Spouse Preference Program for civil service positions. Family Member Programs
Army Substance Abuse Program (ASAP):
The Army Substance Abuse Program (ASAP) provides screening, assessment, education and outpatient treatment for adults ages 18 and older who suffer from alcohol or drug abuse issues. The ASAP is located on Schofield Barracks in Building 673 on the first floor. No appointment is required for the initial consultation. Individual, group, and family services are provided to increase patients' awareness of the impact of alcohol and drugs on their lives and to facilitate responsible decision-making for a healthy and productive lifestyle. ASAP services are authorized for personnel who are eligible to receive military medical services or eligible for medical services under the Federal Civilian Employees Occupational Health Services Program. In addition to military personnel, eligibility includes the following:
1. Active duty military personnel and their family members.
2. U.S. citizen DoD civilian employees, to include both appropriated and non-appropriated fund employees.
3. Foreign national employees where Status of Forces Agreements or other treaty arrangements provide for medical services.
4. Retired military personnel.
5. Other service personnel under the administrative jurisdiction of an Army installation commander.

Army Community Service (ACS): ACS is an Army-wide activity designed to assist personnel and family members with relocation and other quality of life concerns. A full-time professional staff and volunteer corps provide information, referrals, guidance and resources.

Programs include family advocacy, financial management and budget counseling, support services for persons with disabilities, relocation services, lending closets. Other ACS activities include money management, stress management training, services to waiting and bicultural families, and classes on a variety of subjects, including check writing, parent/child support groups, Exceptional Family Member Program support groups and emergency food assistance.

For your convenience, two ACS locations provide services. The Schofield Barracks ACS is located across the street from the Richardson Pool in Building 2091, Kolekole Avenue, and the ACS at the Fort Shafter Aloha Center is located in Building 330 on Clark Road.

ACS has a database of more than 2,000 resources to assist you in finding resources you'll need to adjust to your new home.

Army Emergency Relief: AER can help active duty Soldiers and their family members; National Guard and Reserve Soldiers on active duty for more than 30 days, and their family members; retirees and their family members; and surviving spouses and orphans of Soldiers who died while on active duty or after they retired. This assistance is usually in the form of interest-free loans. Grants are considered based on individual extenuating circumstance.

AER Command Referral Program: The Commander Referral Program was implemented on Nov. 15, 2005, for Hawaii units. Under this program, commanders and first sergeants can approve up to $1,000 for Basic Living Expenses. Desk side briefings for commanders and first sergeants are available, as needed.

New Army Emergency Relief Commander Referral Procedures: All commander referral AER requests are turned into ACS Schofield Barracks' Financial Readiness Program, Building 2091, between 7:30 a.m. and 1 p.m., daily. All requests are processed for pickup between the hours of 2 to 3:30 p.m., the same duty day. Any requests turned in after 1 p.m. are processed the following duty day for pickup between the hours of 2 to 3:30 p.m.

DAForm 1103, Application for Army Emergency Relief (AER) Financial Assistance, has been replaced by AERForm 700, Application for Army Emergency Relief (AER) Financial Assistance, and AERForm 600, Commander's Referral Program-Application for Army Emergency Relief (AER) Financial Assistance. Financial Readiness Program: The Financial Readiness offers a wide range of services to assist Soldiers and their families with financial affairs. Emphasis is placed upon educating Soldiers and spouses in money management, proper use of credit, financial planning, deployment, transition and relocation, credit improvement, investment information and check writing principles to prevent financial difficulties before they arise and prepare Soldiers and their families for their financial future.

Accredited Financial Counselors: AFCs are available to teach financial classes and help Soldiers and their spouses in areas of financial readiness to include reviewing credit reports, establishing budgets, working with creditors, filing consumer complaints, gathering information on local consumer laws and empowering Soldiers and family members to make sound financial decisions. Army Family Action Plan: AFAP is the program for affecting change within the Army community. Soldiers, family members, retirees and DA civilians can log into http://www.myarmyone source.com to submit issues. Issues are submitted to the local annual installation conference. Army Family Team Building: AFTB is an educational program available to Army spouses, Soldiers and civilian employees. Volunteer family members who have received professional train-the-trainer training teach this fun and interesting program.

AFTB classes are offered on various installations, at family readiness group meetings and for specific units. AFTB is a fun, educational program designed for the Army family to enhance everyone's knowledge of the military and develop leadership skills because an increase in knowledge strengthens self confidence and independence.

AFTB also provides an opportunity to meet new people and get involved in the community. Three levels of classes are offered: Level I is designed to introduce you to the military lifestyle, Level II helps you "grow" personal skills that will make you an asset to any organization and Level III will help you become a self-confident leader. Exceptional Family Member Program: EFMP is a mandatory enrollment program based on statutory and Department of Defense mandates. EFMP works with other military and civilian agencies to provide comprehensive, coordinated, community support and educational, housing, personal and medical services to families with special needs. If you have a family member with special needs, contact your losing command's EFMP coordinator to discuss needs at your new installation.

Family Advocacy Program: FAP emphasizes programs targeted towards the prevention of family violence in our community. Soldiers and family members are encouraged to attend numerous educational classes and events that target building strong, resilient and healthy families.

FAP provides education on parenting, anger management, stress management, couples communication and military family Master Resiliency Training (MRT).

New Parent Support Program: NPSP personnel provide services to Army families with children 5 years and younger through classes and home visits. Education, guidance and referral are common modalities of assistance.

Victim Advocacy Program: Established to be an active voice in the community on behalf of victims of domestic violence, the purpose of this program is to enhance personal safety, preserve dignity and autonomy, and provide necessary support and information throughout the investigation and case review process. Sexual Assault Prevention and Response Program: SAPRP is designed to put focus and priority on the victim's safety and emotional well-being. This program is open to Soldiers only. If you are a Soldier and require assistance, please call (808) 624-SAFE or (808) 624-7233.

A resource area is open to all Army family readiness groups throughout Hawaii. The facility has a classroom, a fully-equipped kitchen/living room area and a computer lab and a video teleconferencing suite. This office offers a myriad of services, which include various conferences, seminars and briefings and pre-deployment books and individual consultations.

Mobilization & Deployment Readiness Program: The MDRP provides comprehensive sup- port services assisting Soldiers, deployable DoD civilians and their family members through all phases of the Army Force Generation (ARFORGEN) process. Classes, interactive workshops, pre-deployment expos, child and parent groups, reintegration workshops and comprehensive computer lab facilities are available on an ongoing basis.

Relocation Readiness Program: This program provides services to support Soldiers and their families as they prepare to move. Services include relocation counseling, newcomers' orientation, island tour, cultural adaptation classes and packets that help with planning a move, outreach to waiting and bicultural families, immigration application assistance and sponsorship training.

Lending closets are available at the Schofield Barracks and Fort Shafter ACS Centers. The lending closet offers basic housekeeping items on a temporary basis during your PCS.

Employment Readiness Program: This program offers a variety of services to military spouses, including the following: employment counseling; assistance on job searches; information on local employment and job fairs; career-related classes and workshops; guidance regarding career, education, and volunteer opportunities; and resume counseling/critiques.

The ERP's resource library includes computers for job searching and creating resumes, education and employment information, a job listing book and other resources. A weekly employment orientation covers job searching tips in both the federal and civilian sector, military spouse hiring preferences, resume tips, Hawaiian culture and economy, and a bounty of take-home resources and much more.

Survivor Outreach Services (SOS): Survivor Outreach Services is an Army Community Service Program designed to provide short-term and long-term support to the Survivors of Soldiers who die while on active duty. The vision of SOS is one of compassionate and determined outreach to Survivors.

The SOS goal is to be intentional, yet noninvasive in extending the hand of support to the survivors of fallen Soldiers at their point of need, with meaningful programs and caring counsel resulting in survivor families knowing that others are concerned for their well-being during their journey of grief.

SOS accomplishes the following: 1) facilitates support groups where families and battle buddies can share feelings, burdens thoughts, resources and information in a safe and understanding setting; 2) provides care for survivor families beyond what casualty officers and unit care teams can offer; and 3) offers on-site professional, financial counseling to assist families in adjusting to their unique monetary circumstance following the loss of a loved one. Soldier and Family Assistance Center: The SFAC is a one-stop resource center for warriors in transition assigned to the Warrior Transition Battalion and their family members. Services provided at the SFAC include education counseling, military personnel benefits, financial counseling and AER assistance, Army Career and Alumni (ACAP) services, social service assistance, information and referral, child and youth liaison services and outreach activities coordination. In addition, Veterans Affairs and Disabled American Veterans representatives are available on site two days each week to assist warriors in transition apply for VA benefits.

The SFAC is dedicated to assisting warriors in transition to successfully transition either back to their unit or to their civilian community as an honored veteran. The SFAC is located in Building 692, across from the Schofield Barracks Medical Clinic, on the corner of McCornack Road and Waianae Avenue. For more information, call (808) 655-7171. Volunteer Program: The Army Volunteer Corps coordinator operates an active volunteer corps at Schofield Barracks, Fort Shafter, Tripler Army Medical Center (TAMC) and in surrounding areas. Many exciting job opportunities are available for Soldiers and family members.

Child, Youth and School (CYS) Services: Registration for all CYSS programs is coordinated through the CYSS Parent Central Services office. Parent Central Services also maintains waiting lists, offers various education opportunities, coordinates special needs identification services and coordinates Short Term Alternate Care (STACC) and Voluntary Child Care in Unit Setting (VCCUS) sites, as needed.

CYSS maintains three Parent Central Services offices. There is one at Aliamanu Military Reservation, (808) 833-5393, open Monday through Friday, 8 a.m. to noon for walk-ins and 1 to 4 p.m. for appointments. There is another office at Schofield Barracks, (808) 655-5314, open Monday through Friday, 7:30 a.m. to 5:30 p.m. The third office is at Fort Shafter, (808) 438-1963, open Monday through Friday, 1 to 5 p.m.

CYSS School Support Services (SSS): The School Liaison Office serves as the subject matter expert (SME) for youth education. SLO informs and advises commanders and parents on education issues, promotes parent involvement in youth education, and collaborates with schools and the installation. SLO also coordinates School Transition Support Services, Partners in Education (PIE) initiatives, and Post-Secondary Opportunities. It provides programs and services that help ensure a "level playing field" for Army youth transitioning to and from Hawaii. SLO also coordinates the Youth Sponsorship Transition Program, School-Age/Youth Computer Labs, Homework Centers, and Home School Support. For more information, call (808) 655-9818.

Legal Services
Staff Judge Advocate:
The Staff Judge Advocate's area offices serve all Army personnel and their families assigned to units and organizations in Hawaii and certain other locations in USARPAC.

The Schofield Barracks Legal Assistance and Claims offices are located in Building 2037 at the corner of Humphreys Road and Aleshire Avenue.
Legal Assistance and Claims hours of operation are Monday, Tuesday, Wednesday and Friday, 9 a.m. to 4 p.m.; and Thursday, 1 to 3 p.m. The office is closed all federal holidays and training holidays.

Other Legal Offices: The Fort Shafter branch office is located in the Aloha Center, Building 330, Office 110C, 217 Montgomery Ave., Fort Shafter. Legal Assistance hours of operation are Monday, Tuesday, Wednesday and Friday, 9 a.m. to 4 p.m.; and Thursday, 1 to 3 p.m. The office is closed for lunch from noon to 1 p.m.

Religious Support Office
Religious programs, educational opportunities and pastoral care are available at chapels, religious education centers and chaplain family life centers located on all principal Army posts in Hawaii. Families arriving in Hawaii are invited to attend the many Protestant, Catholic, denominational and ethnic services held weekly at Aliamanu Military Reservation, Fort DeRussy, Fort Shafter, Helemano Military Reservation, Schofield Barracks and Wheeler Army Airfield.

Religious education programs are held for children and adults. Vacation Bible School is held each summer at Schofield Barracks for residents in the north; VBS is held at Aliamanu Military Reservation for residents in the south.
