W e are committed to improving family readiness by standardizing and funding existing family programs and services, increasing accessibility and quality of health care, improving Soldier and family housing, ensuring excellence in schools, youth services and child care, and expanding education and employment opportunities for family members.

The Army Family Covenant was originally signed Nov. 1, 2007, at the Oveta Culp-Hobby Soldier and Family Readiness Center and is reaffirmed today by the constant improvement of family services and programs here at Fort Hood. The Army Family Covenant institutionalized and standardized the Army's commitment to Soldiers and their families by addressing areas such as housing, medical care, family programs, education and employment.

To focus on families, fees have been reduced or eliminated in some cases for child care. The first Child Development Home opened at Fort Hood and Chaffee Child Development Center was converted to an hourly care facility.

The post has spent millions of dollars to renovate existing barracks and build new ones.

The Employment Readiness Program now offers up to $6,000 in aid to families. Fort Hood is home to the largest ACAP and serves more than 600 Soldiers each month. More than 21,400 Soldiers used their services in fiscal year 2009. Under the covenant, the Army has continued to fully fund all of the Army Community Services programs, all of which serve families. As new needs continue to emerge, post and Army-wide leaders continue to develop and grow programs to suit families' needs. To do less would be to fail our mission.

Specific programs and services here at Fort Hood to support the Army Family Covenant include:
Fort Hood's Comprehensive Soldier Fitness Training Facility, which covers a city-sized block on the post, offers the Spiritual Fitness Center, Army Wellness Center and several quality of life programs and services for Soldiers, families and community members.

For Soldiers, Department of the Army civilians and retirees, all CYSS registrations are free, facility hours have expanded and live entertainment is available with free admission.

Deployed Soldiers and DA civilians with orders receive four free SKIESUnlimited classes per child; two free sports registrations per deployment; 16-hours of free respite care per month; $2 hourly care and a 20 percent reduction in full- and part-day fees; 10 free hours of childcare during R&R; emergency childcare for families under extreme stress or for a spouse/parent during hospitalization when there is not local childcare support; free on-site childcare during pre-deployment, separation and reunion briefings and events; nine holes of free golf, greens fees and cart free Monday through Friday and after 5 p.m. Saturday and Sunday at the Courses of Clear Creek; and $1 discount per person, per game (three-game limit) Monday through Friday at Phantom Warrior Lanes.

Unaccompanied PCS or TDY (90 to 179 days) Soldiers with orders receive two free SKIESUnlimited classes per child for families of unaccompanied permanent change of station or temporary change of station Soldiers; one free sport registration, 16 hours of free respite care per month; and $2 hourly care.

Gold Star families receive four free SKIESUnlimited classes per child; two free sports, 16 hours of free respite care per month designated period; $2 hourly childcare; reduction in fees 1 for full or part-day care; 40 no-cost childcare hours from the time of notification up to four weeks after burial (additional hours may be granted at the commander's discretion); and free group child care at all memorial services.

Fort Hood offers expanded Quarterly Family Focus on Deployment activities, launched the Military Youth Coping with Separation and provided respite care for families with Exceptional Family Members.

Established computer lab for job seekers.

Rear detachment cadre members with documentation receive two free SKIESUnlimited classes per child; one free sport registration; and five free hours of respite care per month during rear detachment.

Families of wounded warriors receive four free SKIESUnlimited classes per child; two free sports registrations; 16 hours of free respite care per month during designated period; unlimited, no-cost hourly care for medical appointments as approved by the WTU commander or caseworker; $2 per hour for hourly care each month; and reduction to Category 1 for full- or part-day childcare.

Fort Hood added more Military Family Life Consultants and gave this program a permanent home at the Comprehensive Soldier Fitness Training Facility.

We have increased New Parent Support Program home visitors from three to 15 to support high-risk families and added Mommy University to help pregnant Soldiers. Fort Hood has inculcated the Army Family Covenant into every family program and service. Here are some of the programs which help provide the quality of life our families deserve.

ADVOCACY AND PREVENTION BRANCH
Advocacy and Prevention Branch helps develop family relationships; prevent spouse and intimate partner abuse, child abuse, sexual assault and promote military personnel/family well-being. The Branch is comprised of the Family Advocacy Program, Family Advocacy Victim Advocate Program, New Parent Support Program Plus and the Sexual Assault Prevention and Response Program. ARMY FAMILY ACTION PLAN
If you have an issue with the Army, AFAP is the venue that will allow to you to voice your concerns to leadership. This annual event consists of both an adult and teen conference. Active Duty, retired, DoD Civilians, family members, teens, aged 13 to 19, meet in separate forums to brainstorm issues that are affecting the Fort Hood community. These issues are presented to the Chain of Command and delegated to various organizations for resolution. ARMY FAMILY TEAM BUILDING
Joining the Army can be like moving to another country—you have to learn the language, the rules and the customs. PX, ACS, MOS—what does it all mean? AFTB, a series of Army educational classes, is your answer. With various classes ranging from introductory to advanced level, it will assist you with acclimating yourself to Army life. EXCEPTIONAL FAMILY MEMBER PROGRAM
EFMP works with other military and civilian agencies to provide comprehensive and coordinated community support, education, housing, personnel and medical services to families with special needs. FAMILY ADVOCACY PROGRAM
Family Advocacy Program focuses on preventing spouse, intimate partner and child abuse; to protect those who are victims of abuse; to treat those affected by abuse and to ensure personnel are professionally trained to intervene in abuse cases. FAP operates a 24-hour hotline ((254) 287 CARE) for reporting spouse/intimate partner (unrestricted) and child abuse. FAP also provides a 24-hour response system to support victims of domestic violence: Victim Services Crisis Line, (254) 702 4953, reporting mechanism for victims electing the restricted reporting option and provides training.

Training includes: Soldier, command, family member and community specialty classes/workshops/retreats focusing on stress/anger/conflict management, parenting, safety education, dating violence prevention and relationship enrichment. Support groups, deployment reunion/reintegration activities are available. The Family Advocacy Center is located in Building 76020, Crockett Street, West Fort Hood. FAMILY ADVOCACY VICTIM ADVOCACY PROGRAM
This is a specialized function within the Family Advocacy Program that provides comprehensive assistance and liaison to and for victims of spouse/intimate partner abuse and sexual assault. The program works in partnership with military and civilian agencies and organizations to identify resources and coordinate services that will meet the needs of abuse and/or assault victims. The FAVAP operates the FAP 24-hour Victim Services Hotline that provides information, crisis intervention, support and referrals to victims of abuse/assault and for reporting domestic violence and sexual assault incidents. The services include a reporting option to victims: restricted or unrestricted reports of domestic violence and/or sexual assault incidents. FAVAP is located in the Copeland Soldiers Service Center, Building 18010, T.J. Mills Boulevard and Battalion Avenue and Rivers Building 121, 761st Tank Battalion Avenue. FAMILY READINESS GROUPS
Each unit has a Family Readiness Group to support the military family. Most of the major units have a Family Readiness Group center where families can receive up-to-date information, video-conference deployed family members, meet with other spouses, enjoy camaraderie with other unit families. Contact the service members unit for more information on how to become involved in readiness group activities. Family Readiness Support Assistants are unit based. Deployment assistants provide full-time assistance to families. Deployed units have rear detachments that can assist families. Fort Hood hosts a newcomers fair called Hood Howdy twice a year. Check with your FRSA to get more information about locations, dates and times. All these information resources are free to military families.

MILITARY FAMILY LIFE CONSULTANT PROGRAM
This program provides Soldiers and family members with non-medical, problem-solving counseling to assist them in dealing with relationships, crisis intervention, stress management, family issues, parent-child communications, family separations and reunions and reintegration due to deployments. NEW PARENT SUPPORT PROGRAM PLUS
Soldiers and family members experiencing challenges related to parenting of young military children, birth to 3 years of age, may be referred to the NPSP for participation in the home visitation program, educational training, parent-child activities, support group meetings or to receive information about available community resources. Services and support are provided to expectant parents, major division Layette Programs and hospitalized new parents. Family Advocacy Center, Building 76020, is located on Crocket Street, West Fort Hood. For more information, call (254) 287-2286. Fort Hood's New Parent Support Program coordinates Mommy University. The program, which started in the fall of 2009, helps pregnant Soldiers balance caring for themselves and their children while staying in the Army. Mommy University is a mandatory program and is open only to active-duty pregnant Soldiers. In university classes, new and soon-to-be mothers learn about career planning, budgeting, nutrition and financial readiness in ways geared toward soldiering and staying in the Army.

OVETA CULP-HOBBY SOLDIER AND FAMILY READINESS CENTER
The center offers a variety of resources to accommodate Soldiers and families for meetings and communication during a deployment. It has seven meeting rooms, a computer room with seven computer stations, a teen room, a family room, kitchen area and a Short Term Alternate Child Care (STACC) site. The purpose of the center is help ease the burden of finding a meeting space and child care. The Oveta Culp-Hobby Soldier and Family Readiness Center, Building 18000, is located on Battalion Avenue. SOLDIER AND FAMILY READINESS CENTER
The Soldier and Family Readiness Center was created to alleviate some of the stress and strain of Warriors in Transition and their families. Resources offered at the facility include military personnel benefits and services; substance abuse counseling and information; information and referral; financial counseling; transition and employment assistance; education counseling; child care and youth services; pastoral services; legal assistance and outreach assistance. COMPREHENSIVE SOLDIER FITNESS TRAINING FACILITY (CSFTF)
Fort Hood's Comprehensive Soldier Fitness Training Facility uses a comprehensive approach to build strength in individuals and families. A city-block sized complex located at 31st Street and Battalion Avenue, the CSFTF was based on feedback from Soldiers and family members. The CSFTF is family-friendly and flexible. All of the offerings can be taken singularly or together, but everything is available in a centralized location. The CSFTF falls in line with the Army's comprehensive soldier fitness program that incorporates the same holistic approach to complete mind, body and spiritual health, and to prevent problems instead of dealing with drastic circumstances.

When Soldiers are having problems in one area of their lives, the problems can affect them in other ways if Soldiers are not equipped with adequate tools, sufficient resources, or assistance. One problem can affect all aspects of health—mind, body and spirit. The goal is to build strength in Soldiers so they can face and overcome issues before they become insurmountable. That place is the CSFTF.

RESILIENCE AND RESTORATION CENTER
The Carl R. Darnall Army Medical Center's R&R Center provides outpatient psychological and consultation services as appropriate to main the mental health of active-duty personnel. The R&R Center is staff with active duty and civilian professionals, including psychiatrists, psychiatric nurse practitioners, clinical psychologists, licensed clinical social workers, and psychology technicians. It is the central location for outpatient behavioral health treatment on Fort Hood. Patients may self-refer to this program by visiting the Urgent Triage Center for initial assessment. Once initial assessment is made, follow-up appointments are seen at the main R&R Center.

WARRIOR COMBAT STRESS RESET PROGRAM

The Warrior Combat Stress Reset Program is designed to help address these common and normal reactions to war experiences. The emphasis is on helping to calm your mind, body and spirit after returning from war. Combat puts Soldiers in an environment where a constant state of vigilance (hyper-arousal) is beneficial to saving one's life. We are committed to the idea that with education, the development of new and effective coping and self-regulation skills, and time-limited intensive counseling, we can help provide initial emotional relief for many returning Soldiers and prepare them for full recovery. This program is designed for those Soldiers who are committed to an intensive and structured program of treatment and whose goal is to further their careers with continued service in the United States Army. The program is structured as a three-week intensive program focused on reducing hyper-arousal and reactivity. Reducing these core symptoms of combat stress and Post Traumatic Stress Disorder allows other treatments to be more effective. It also provides tools for preventing future trauma. Hours of operations are, Monday through Friday, 7:30 a.m. to 4:30 p.m.

The Central Enrollment Registry Office is the gateway to Child, Youth and School Services on Fort Hood. All customers must register at CERO before they may access any CYSS Programs. Service is provided by appointment or walk-in. Customers are encouraged to call in advance, to ensure they are aware of the documentation required for registration. Registration is free. The Child, Youth and School Services, Central Enrollment Registry Office (CERO) recently moved to the Rivers Building, 761st Tank Battalion Avenue, Building 121, Room 140. The operating hours at the new Building are Monday through Friday, 7:30 a.m. to 4:30 p.m., with extended appointment opportunities on Tuesday evenings until 5:30 p.m.

Child Development Centers
Child Development Centers offer a variety of programs ranging from full day, part day and hourly care for children six weeks through preschool (five years of age). All CYSS programs ensure the same quality of care for children. A developmentally-appropriate curriculum for young children is planned by the caregivers/providers, with attention to the different needs, interests and developmental levels of the individual child, to prepare the children for success when they move onto school.

Family Child Care
The Family Child Care program is a managed network of child care professionals, certified to provide child care in on-post government quarters and in their off-post homes, for children ages four weeks to 12 years. FCC homes offer a variety of care options to meet the military parent. Full day care, part day care, hourly care, extended care and long term care are all available.

Mildly Ill Childcare Home
This program offers an opportunity for ill children to receive child care when they are unable to attend their regular CYSS program. Ill children are accepted by appointment and space availability once the parent has received approval from the FCC director and obtained documentation from their physician, stating their diagnosis and written instructions on how to care for the child. Child Development Home
This offers the best of both the FCC home environment, while being staffed by Child and Youth Program Assistants, as in the Child Development Center. It is specifically designed to offer infant care, respite care, hourly care, extended hours care, emergency care and transition care with special needs and services. The home is open from 5:30 a.m. to 6 p.m. during normal hours of operation, but may be open 24-hours a day to accommodate shift work, emergency care situations and other duty requirements of military families.

Short-Term Alternative Child Care
Short-Term Alternative Child Care, allows CYSS staff to provide child care in on-post facilities where parents are attending unit/group functions. Rivers Building 121, 761st Tank Battalion Avenue. Call (254) 287-0983.

School-Age Services
The SAS program offers before and/or after school care for youth 5 to 12 years old (must be in Kindergarten). Full day programs are offered during school holidays. Services are available in five of the on-post elementary schools and at Walker Youth Center, which serves Meadows Elementary School. All SAS sites are nationally accredited. SAS also offers Summer Spectrum, which is a full-day summer camp program for school-age children.

SKIESUnlimited Academy
The School of Knowledge, Inspiration, Exploration and Skills or SKIESUnlimited offers a variety of educational and enrichment opportunities for kids, from toddlers to teens. Classes are added in response to customer input and include such subjects as gymnastics, swimming, tae kwon do, Red Cross Babysitter's Course and more. Youth Hired!
Don't just get a job; lay the foundation to start a career! The Youth Hired! Program provides youth the opportunity gain real world career experience through 12-week apprenticeships. Positions are available in numerous facilities throughout Fort Hood and include a paid stipend. Fun, interactive college and career prep workshops are also part of the program. EDGE
Experience, Develop, Grow and Excel: The EDGE. Blurring the line between fun and fundamentals! Classes change each month and include options such as robotics, rock climbing, spa science and more. Open to first through 12th grade youth registered with Child, Youth and School Services. Classes include transportation, a snack and all supplies, equipment and professional instruction. Scouts
Boy Scouts have many packs and troops in the area. The mission of the Boy Scouts of America is to prepare young people to make ethical choices over their lifetimes by instilling in them the values of the Scout Oath and Law. Boys and Girls Clubs
There are several Boys and Girls Clubs in the area. They offer services for children 7 to 17 years of age. The clubs provide a variety of grouped recreations, educational and social programs. A recent affiliation between Clements Boys and Girls Clubs in Killeen and Fort Hood Army base increased Club membership by 100 percent when military kids were offered free memberships.

Armed Forces YMCA
The Central Texas Armed Services YMCA began because of a vision held by volunteers that programs for youth and adults should be available in the local communities. Because the communities are made up of Soldiers and families, the ASYMCA continues to play a major role of support for the men/women of the Armed Forces and their families. The first Summer Day Camp site was started in 1989 and the first after school childcare program opened in 1990 in the Killeen Independent School District. In 1991, the ASYMCA expanded its childcare to the Copperas Cove Independent School District. Today, the ASYMCA provides the area with 17 before-school and 25 after-school sites serving over 750 children a day. The ASYMCA has 73 childcare staff with 30 high-school seniors in co-op partnership. Located in Killeen at 415 North 8th St. and in Copperas Cove at 501 Clara Drive.

Naval Sea Cadets The Naval Sea Cadet Corps is a program for young men and women, ages 13 to 17 who are interested in developing leadership skills. Cadets are instructed by naval personnel. While Cadet units are organized along military lines, their main purpose is to foster good citizenship and an interest and appreciation of our nation. Youth Services
Youth Services offers programs in sports and fitness, leisure and recreation, life skills, citizenship and leadership, intervention and mentoring and support services for youth from grades, sixth to 12th.

Half-day pre-kindergarten classes are available in KISD. A child must be at least 4 years old on or before Sept. 1 of the school year to enter the half-day pre-kindergarten program. The child must be unable to speak the English language or be from a family whose income is at or below a certain level, according to federal guidelines. All children can attend Copperas Cove pre-kindergarten classes. Their school district does not have income or language restrictions, A child entering kindergarten must be 5 years or older on Sept. 1 of the school year. Those entering first grade must be 6 years old the same date.
