Located in the city of Everett, Wash., 25 miles north of Seattle, Naval Station Everett is situated several blocks west of Interstate 5 on West Marine View Drive. To get here by car, go north on I-5 and take exit 193 to Pacific Avenue. Go left on Pacific Avenue until you come to West Marine View Drive and turn right. Naval Station Everett is on the left at the foot of the viaduct, just past Kimberly-Clark Paper Company.

If you arrive via Seattle-Tacoma (SeaTac) International Airport, the least expensive way to get to the naval station is by “Shuttle Express.” Just call (206) 622-1424 after you’ve picked up your luggage.

Upon your arrival at Naval Station Everett, check in at the Quarterdeck in Building 2000. It is open 24 hours a day, seven days a week. You should go there first if you require directions to begin your check-in procedures.

You should have proper identification ready. If you do not have a Department of Defense vehicle decal, the Access Control Office will issue you one. If you arrive after normal hours of operation, report to Access Control on the next working day for decal issuance.

REPORTING IN
All Naval Station Everett personnel must check in at the Quarterdeck in Building 2000. Quarterdeck personnel endorse orders and provide basic station information such as billeting and galley location. Assistance is also provided for personnel from homeported ships and tenant commands. BACHELOR HOUSING
Bachelor Housing is available for active duty permanent party residents at Naval Station Everett. Target population for these living quarters is active duty, E-4 and below. Currently, there are three newly renovated buildings offering living space for 516 Sailors and one new apartment-style complex with 504 additional spaces. The new apartment style complex includes fully equipped kitchens, bedrooms, bathrooms, living rooms, closets and washers and dryers in the room.

FAMILY HOUSING
Navy family housing at Everett has been privatized under the Public/Private Venture (PPV) housing initiative. There are two separate PPV projects in this area.

The Forest City PPV Project has housing at Ft. Lawton in Seattle, Brier (Lynnwood) and four units at Jim Creek. These units are scheduled to be replaced in 2009/2010 as 141 new single-family houses are being constructed in the Lake Stevens area. Current residents will receive a paid move into the new housing when a move becomes necessary. The only designated officer housing area is located in the Ft. Lawton but will be moving to the new Lake Stevens housing area. BAH covers rent and utilities (except phone, cable and internet) in the Forest City projects. The Carroll’s Creek Landing PPV project has 288 townhouse units and is located near the Navy Support Complex north of Marysville. This project was built primarily for E7 and below. Junior officers and senior enlisted are considered for occupancy based on availability and waiting list. The inventory consists of 85 two-bedroom units, 175 three-bedroom units and 28 four-bedroom units. Rents are calculated on a member’s Basic Allowance for Housing (BAH) but are reduced to allow the member to use the remaining BAH to pay electricity and natural gas bills. Rent includes water, sewer and trash.

Waiting lists for all units are maintained at the Housing Resource Service Center. PPV projects are not traditional military family housing, but active-duty personnel have priority to rent the units. Residents will sign a lease that identifies the terms and conditions of renting that unit which is similar to community housing.

HOUSING REFERRAL OFFICE
The Housing Referral Office provides housing options for our military families which include, but are not limited to the following: management of the application process, waiting list and preferred referral process for PPV; management of the Rental Partnership Program; and management/ maintenance of community rental listings which can be viewed anytime at http://www.AHRN.com just to name a few.

The Rental Partnership Program (RPP) establishes a new relationship between the Navy and local private property owners and is designed to help military families find affordable, secure, quality off-base rental property at their new duty stations. RPP also provides property owners with stable, pre-qualified renters. The program has evolved over the past few years and currently serves thousands of Navy and other military families nationwide.

The housing office is located on Naval Station Everett in Building 2028, Room 115. Office hours are from Monday through Friday, 7:30 a.m. to 4 p.m., excluding holidays. Note that all incoming personnel are directed by CNO to report to the Housing Referral Office before making any commitments for housing (rental or sales) in the community.

TEMPORARY LODGING
Temporary lodging is available at the Navy Gateway Inns & Suites (NGI&S), located at the Navy Support Complex, Building 13918, 45th Ave. NE, Marysville, WA 98271. It is available for active duty military on TAD/TDY orders, or on leave. DoD Civilians, retirees and reservists, as well as active duty family members are authorized to stay on a Space-A status. Space-A reservations can be made up to 30 days in advance.

Accommodations available include standard rooms, suites and distinguished visitor (DV) suites. All rooms include a queen size bed, HDTV, kitchenette, clock radio, iron/ironing board, telephone and hair dryer. All suites also include a separate living room. HOUSEHOLD GOODS
Persons arriving at Naval Station Everett who have shipped household goods or hold baggage must check with the inbound section of the Personal Property Office as soon as possible to arrange delivery or storage of goods. PERSONNEL SUPPORT/ID CARDS
Personnel Support Detachment (PSD) Everett is located at Naval Station Everett on the first floor of Building 2000. Their mission is to provide personnel, pay and transportation support to more than 120 commands in Alaska, Washington, Wyoming and Idaho. In addition to servicing these commands, PSD Everett serves the local military retiree population as far north as Bellingham and as far south as Tacoma. Customer base for PSD Everett is estimated to be over 250,000.

IDENTIFICATION CARDS (IDs)
PSD Everett’s ID card section is in Building 2000. The ID card section is responsible for the custody, issuance and maintenance of active duty, reserve, family member and retired ID cards. Children 10 and under must be accompanied by their parents. In order to receive an ID card, full-time students (21 to 23) must present a letter from the registrar’s office of their respective college or university stating their full-time status and prospective graduation date. The ID card section’s hours of operation are Monday, Tuesday, Thursday and Friday from 7:30 a.m. to 4 p.m. and Wednesday, 9 a.m. to 6 p.m.

DEERS
ALL military family members must be enrolled in the Defense Enrollment Eligibility Reporting System (DEERS). Family members may be refused treatment or entrance to medical facilities without DEERS enrollment. To verify enrollment of family members in DEERS, call the 24-hour toll-free number, (800) 538-9552. VEHICLE REGISTRATION AND REGULATIONS
All private vehicles operated or parked on the station must be registered with Access Control. Registration requirements include proof of insurance that fulfills Washington State minimum guidelines of $25,000 bodily injury, $50,000 public liability and $25,000 property damage. You must have a valid driver’s license and the vehicle must pass an emission inspection.

Vehicles and persons are subject to random search while on station. Prohibited items include explosives, small arms and ammunition, hazardous material, any controlled substance, and open containers of alcoholic beverages. Seat belts are required to be worn at all times under Washington State law and controlling OPNAV directives. Motorcycle operators are required by state law to pass a special motorcycle test as well as the motor vehicle exam for licensing. The motorcycle exam tests your knowledge of special skills and safety precautions associated with the safe operation of motorcycles. A Navy approved motorcycle operator course must be completed prior to being issued a base decal. Contact the Security Office or Safety Office for approved classes in the area.

Motorcycle operators are also required to wear an approved crash helmet and a reflector vest or jacket while operating a motorcycle and to otherwise comply with all OPNAV regulations governing motorcycle operation.

The speed limit on Naval Station Everett is 25 miles per hour unless otherwise posted.

VEHICLE EMISSION CHECK PROGRAM
Naval Station Everett complies with the Federal Clean Air Act and State of Washington requirements. As a federal installation located within an emission testing area, Naval Station Everett must comply with vehicle emission testing requirements of the regulation. How will this affect you? Federal employee (military and civilian) vehicles are subject to the program if the vehicle is operated by the employee, not exempt under the state’s regulations (e.g. model year), and driven to and parked at Naval Station Everett 60 or more days per year. Washington State testing and vehicle emission certification is required regardless of state registration or residence. The program applies to vehicles registered in other states and registered in Washington in locations that do not require emission testing prior to vehicle registration. The Inspection/Maintenance (I/M) Program applies to gasoline and diesel powered vehicles and to light duty automobiles and light duty trucks rated up to 8,500 pounds Gross Vehicle Weight Rating. When employees leave a vehicle parked at Naval Station Everett while on temporary duty elsewhere for 30 days or more (e.g., at sea), such period does not apply toward the 60-day minimum provided the vehicle is not driven during that time.

Privately owned vehicles subject to the I/M program must satisfy Washington State’s vehicle emissions testing requirements. Motor vehicles must have biennial emissions test by the anniversary of their registration date during years with model year matching (i.e., even model years during even years, odd model years during odd years). Vehicles are exempt when the difference between the model year and the current year is four or less and when the difference between model year and the current year is 26 or greater.

There is a limit on how much must be spent to repair a vehicle. If repair costs reach $100 for vehicles 1980 and older or $150 for 1981 or newer vehicles, the vehicle may qualify for a repair waiver. Money spent on maintenance or repairs prior to the initial test does not count toward a waiver. Further information is available at emission test stations. The emissions test certificate will indicate when vehicles have qualified for a repair waiver. Washington State requires vehicles registered in Washington in an attainment or maintenance area to pass an emissions test prior to renewal or registration. For these vehicles, current registration is proof of compliance with Washington State’s emission testing requirements prior to being issued or re-issued a station decal. A 30-day temporary pass will be issued by the Naval Station Everett Access Control Office to allow you to comply with state requirements.

An inspection fee of $15 cash (no checks or money orders) is required at the time of inspection at state authorized inspection stations (1505 112th Southwest in Everett and 117 Beach in Marysville). The inspection takes about five minutes, but you may have to wait longer, particularly at the end of the month when more motorists bring their vehicles in for testing. DRIVER’S LICENSES
While stationed at Naval Station Everett, you have two choices for driver’s licenses: Washington or home of record state or territory. Territory licenses acceptable in Washington are those from Puerto Rico, Guam, American Samoa and the U.S. Virgin Islands. This option is for active duty military only. Family members of active duty military and all civilian employees are required to obtain a Washington State driver’s license as soon as residency is established.

Many states have “moratorium” laws: If you had a valid license when you entered the service, it continues to be valid as long as you are on active duty. Check with your state to make sure they have such laws. When your license is due to expire, write or call your issuing State Department of Motor Vehicles to notify them that you are in the military and are currently stationed out of state. They will explain the state requirements to keep your license valid. Don’t assume the military clause is automatic. Again, this applies to active duty military only.

Washington driver’s licenses are renewed every five years on your birthday. It costs $25 for the license, but for your first Washington license there is an additional $7 fee. Written tests are given at driver’s license stations located throughout the state. The nearest ones to the naval station are located in south Everett on Evergreen Way and at Smokey Point. You can pick up a “State of Washington Driver’s Guide” at either of these locations or any other license station.

LICENSE PLATES
If you are active duty military, you also have two choices for license plates: Washington or your home of record state. If your vehicle carries plates from a foreign country or a state other than Washington or your home of record state, you have 60 days after you arrive to get Washington State plates, or register your vehicle in your home state.

Washington has a staggered license system: Plates are valid 12 months from the date of purchase. If your vehicle is being licensed in Washington for the first time, the State Patrol must verify the vehicle identification number before you can buy plates. The nearest State Patrol station is located on 116th St., east of Interstate 5 and north of Marysville. You can purchase plates at several vehicle license stations located in the Lynnwood-Everett-Marysville area.

DRINKING AND DRIVING
Washington has some of the toughest drinking and driving laws in the country. The “Implied Consent Law” states that the fact you are drinking implies you agree to take a breath analysis test if stopped. Your first offense carries a minimum sentence of a day in jail plus a $350 fine and the loss of your driver’s license for 90 days. A second conviction carries a minimum sentence of up to a week in jail, plus a fine and the loss of your driver’s license for one year. In addition, you will have to attend a mandatory drug and alcohol course and mandatory evaluation course. If you add the court costs together with the court-imposed penalties and the costs of the mandatory courses, you see it doesn’t pay to drink and drive. Any DUI conviction will also lead to suspension of base driving privileges.

The blood alcohol limit in Washington is .08. For the average sized person, that’s equal to drinking two or three drinks in two hours. On-station security police will cite an individual whose driving appears impaired regardless of the individual’s blood alcohol level. A law that became effective on Sept. 1, 1995 states that any person under the age of 21 found driving a motor vehicle with a blood alcohol content (BAC) of .02 will be considered driving under the influence (DUI). A BAC of .02 is registered after only one drink. Military members who are found driving under the influence on base shall have the offense reported to the state in which they hold a driver’s license. This is mandatory reporting through the Department of Licensing and will subsequently suspend the member’s license. All minimum sentences stated above remain in effect.

PERSONAL FIREARMS
All privately owned firearms aboard the station or located in family housing areas must be registered with the Naval Station Everett armory. Personnel living in family housing may store their weapons in their quarters after being properly registered with the armory. Those who live in the barracks must store their weapons at the armory which is designated as the ONLY authorized weapons storage facility on Naval Station Everett. Temporary storage of firearms/weapons can be attained at the Security Department. The firearm/ weapon can only be held for a maximum of 48 hours; if longer storage is required, the firearm/ weapon will be transferred to the armory and registered. Check-in/check-out procedures of privately owned firearms/weapons are during normal hours Monday through Friday, 7:30 a.m. to 3:30 p.m. with 24 hours advance notice required of the owner.

PROHIBITED ARTICLES
The following items are prohibited within the confines of Naval Station Everett:
• Any folding type pocket knife having a blade more than three inches long, any lock or spring release type knife regardless of blade length, concealed daggers or dirks;
• Any highly explosive materials, live ammunition, bombs of any type and description;
• Narcotics (other than professionally prescribed medication); flammable material in quantity;
• Lewd or indecent literature or pictures. Possession of any of the above articles may result in disciplinary action as well as confiscation.

PET REGISTRATION
The city of Everett and other area cities all require dogs and cats to be licensed. To license a pet in Everett, the city requires a certificate of rabies vaccination and payment of a fee of $10 that is good for the lifetime of the pet while within the city limits of Everett. This rate is for neutered pets only.
