Rules and Regulations

Here are a few reminders about base regulations that will set you up for success.
Bicycling (BO P5560.2M)
Observe same rules and regulations as motorists and ride on the right edge of the road with the flow of traffic in single file. This is a common violation. Additionally bicyclists must observe the following rules:
Riding on Holcomb Boulevard between Brewster Boulevard and Sneads Ferry Road is prohibited.
Bicyclists will exercise caution in high-speed or congested areas.
Bicyclists may operate at night if equipped with headlights, rear red reflectors and red lights.
Bicyclists must wear a bicycle helmet that meets SNELL or ANSI standards.
From evening to morning colors and during reduced visibility, riders must wear a reflective vest colored international orange, bright yellow or lime green. At least 30 square inches of reflective surface, 15 square inches in front and 15 inches in the rear, must be visible. Light colored clothing and other reflective gear (i.e., tape, shoe reflectors, reflective belts, etc.) are encouraged.
Bicycles traveling on sidewalks are responsible for ensuring the safety of joggers and pedestrians as they pass by them.
Use of portable headphones, earphones, or listening devices on base roads and streets is prohibited.

Car Stereo Volume (BO P5560.2M)
Stereo volume that reasonably interferes or invades the privacy of any pedestrian or other vehicle operator is prohibited.

Cellular Telephone Use—Voice and Text-
Messaging—While Driving (BO P5560.2M)
The use of cellular telephones for voice communications is prohibited unless the driver is using a "hands-free" device (e.g., wired or wireless earpiece-microphone). Personnel assigned to MCB Camp Lejeune will not engage in text messaging (a) when driving a Government Owned Vehicle or when driving Personally Owned Conveyance, while on official government business, or (b) when using electronic equipment supplied by the Government while driving.

Civilian Attire (BO 1020.8X)
Marines are associated and identified with the Marine Corps in and out of uniform, and when on or off duty. Therefore, when civilian clothing is worn, Marines will ensure that their dress and personal appearance are conservative and commensurate with the high standards traditionally associated with the Marine Corps. Exercise good judgment in the selection of appropriate male and female attire. Revealing clothing (i.e. clothing that exposes midriff, the buttocks, excessive amounts of chest/cleavage) or items designed to be worn as undergarments (and worn exposed) are not authorized for civilian attire, while on or off duty. When wearing trousers with civilian attire, a belt must be worn (unless there are no belt loops). Trousers will be worn at the waist. Undergarments, when worn, will not be visible, except as when the undershirt is exposed in a manner similar to the service "C" uniform. Civilian attire, including undershirts, should be worn as appropriate to the occasion (e.g. bathing suit/bikini appropriate to the beach/pool but not to the Marine Corps Exchange). Additionally the following should be noted:

No clothing adorned with illegal, racist, sexual, obscene, drug-related, or anti-military messages is appropriate.
Remove civilian covers when indoors.
Wearing of clothing articles not specially designed to be worn as headgear (e.g., bandannas, doo rags, etc.) is prohibited.
No headgear of any kind while indoors is allowed with the exception of uniformed personnel under arms.

Driver's Improvement Course (BO P5560.2M)
All military personnel under the age of 26 who wish to drive on base must obtain a Driver's Improvement Course certificate.

Headgear in Vehicles (BO 1020.8X)
Uniformed drivers in government vehicles must wear covers, but drivers in civilian vehicles may remove their covers.

Morning and Evening Colors, Honors and Salutes (BO P5560.2M)
During morning and evening colors and during the playing of the "National Anthem," all vehicles in visual proximity to a flagpole bearing the National ensign or the driver of which is within audible range of the music must stop until "Carry On" sounds.

Motorcycle Requirements (BO P5560.2M)
Motorcyclists must have the following while driving on base:
Helmet and eye protection.
Hard sole boots or shoes (no sneakers).
Long-sleeved shirt and long-legged trousers.
Full-fingered gloves.
Motorcyclists must have attended the Motorcycle Safety Class sponsored by the Installation Safety Office.

Pets (BO 10570.1D)
Pet owners must register their pets with the Veterinary Treatment Facility and the Military Housing Office and show current inoculations within 15 days of occupying base housing.
Pets must have micro-chip IDs implanted within three months of registration.
No more than two domestic pets are allowed in each residence.
All pets must be re-registered annually.
All pets must be on a leash or in a fenced in area.
All pets must have a collar with owner's name and address and an updated rabies tag attached.
Pit bulls, Rottweilers and wolf hybrids are not permitted aboard the base at any time.

Radar Detectors (BO P5560.2M)
Radar detection or jamming devices are prohibited.

Runners and Joggers (BO P5560.2M)
Runners and joggers must wear reflective belts from evening to morning colors and during periods of reduced visibility.
Runners and joggers must be six feet off the road.
Runners and joggers must wear a shirt at all times.
Using headphones, earphones or audio listening devices while jogging or running is authorized only on designated running paths.

Seatbelts (BO P5560.2M)
All persons, driver and passengers, in a moving vehicle will be properly secured in their seats with seat belts at all times while on MCB Camp Lejeune. Children under 8 years of age or eighty pounds or more must be secured in a child car seat.

Vehicle Headlights (BO P5560.2M)
Drivers must turn on headlights during periods of precipitation and other reduced visibility conditions.

Weapons (BO 5500.1G)
Military personnel who live on base and reside in the barracks must register their privately owned firearms with the Provost Marshal's Office Administrative Section and then deliver the firearms to their organizational commander, who will issue receipts and provide a place of safekeeping for the firearms. If residing in Family Housing, personnel must register their privately owned firearms with the Provost Marshal's Office Administrative Section and secure in quarters.

Concealed Firearms and Weapons (BO 5500.1G)
It is unlawful to carry a concealed firearm or any weapon that could cause bodily harm, unless you are a law enforcement officer on official business or unless specifically authorized by the Commanding Officer, MCB Camp Lejeune.

Transporting Privately owned Firearms aboard MCB, Camp Lejeune (BO 5500.1G)
It is unlawful to transport a firearm in a vehicle unless the firearm is secured in a locked vehicle trunk. If the vehicle does not have a trunk, the firearm will be secured inside a locked case or locked glove compartment while aboard MCB, Camp Lejeune. No loaded firearm will be transported. All ammunition will be separated from the firearm.

Spill Reporting (BO 5090.9)
Any spills of hazardous materials, petroleum, oil or lubricant products, etc., must be immediately reported to 9-1-1.  read more...
