II Marine Expeditionary Force

2nd Marine Logistics Group
During normal working hours, officers report to the assistant chief of staff G-1, located on the second deck of Building 2 (Room 213). After normal working hours, officers report in person to the staff duty officer in Building 2. During normal working hours, enlisted personnel report to the Camp Lejeune Reception Center, Building 59. After normal working hours, enlisted personnel report to the duty clerk in the Camp Lejeune Reception Center.

Marine Corps Forces,
Special Operations Command
All incoming Marines assigned to Marine Corps Forces, Marine Special Operations Command must report in person to the MARSOC Personnel Administration Center located on the first deck in Building 400 in the new MARSOC Headquarters building aboard Stone Bay. Normal working hours are Monday through Friday, 7:30 a.m. to 4:30 p.m. Personnel checking in after normal working hours must check in with the Command Duty Officer at the front counter located in the main lobby of Building 400. The CDO can be reached at (910) 440 0938. The MARSOC HQ building is approximately one-half mile down on the right side of Rifle Range Road.

Marine Corps Combat
Service Support Schools/Camp Johnson
Permanent Personnel
All permanent personnel (officer and enlisted) checking into Marine Corps Combat Service Support Schools during normal working hours (7:30 a.m. to 4:30 p.m.) should report to the Personnel Administration Center located in Camp Johnson Building M-130. After normal working hours and on weekends, reporting permanent personnel should report to the MCCSSS Area Officer of the Day, phone (910) 450-1045, who is located in Building M-131. The AOOD will provide lodging and ensure permanent personnel are directed to check-in at the PAC on the next business day.

Student Personnel
Entry-Level Students: Entry-level enlisted student personnel graduating from Marine Combat Training at School of Infantry-East (Camp Geiger) with orders to report to MCCSSS are delivered directly by government bus to MCCSSS Entry Level Receiving located in Camp Johnson Building M-132. Entry-level enlisted student personnel graduating from MCT at School of Infantry-West (Camp Pendleton) with orders to report to MCCSSS are provided commercial air transportation to North Carolina, and are then bused to Camp Johnson where they report to ELR in Building M-132. Entry level student personnel reporting to MCCSSS from Camp Pendleton who fail to make their air travel or bus connections should call the MCCSSS AOOD for instructions at (910) 450 1045.

Students who have been re-classed due to MOS school drops will follow ELR reporting instructions. However, Marines who have been lateral-moved into an MOS aboard Camp Johnson will follow permanent-personnel reporting instructions. Reporting NCO students, SNCO students and student officers should follow permanent personnel reporting instructions.

School of Infantry East, Camp Geiger
During normal working hours, Marines should report to the Administrative Service Center, Building G-644, located at the corner of C Street and 7th Street, phone (910) 449-0441. After normal working hours and on holidays, Marines should report to the Officer of the Day, located in the same building, phone (910) 449-0179.

Installation Personnel
Administration Center
The Installation Personnel Administration Center (IPAC) at Camp Lejeune is the largest consolidated personnel administrative center in the Marine Corps. Located in Buildings 59, 60, 6 and H-14B, the IPAC is comprised of more than 400 Marine and civilian personnel supporting more than 35,000 Marines, sailors, civilians and family members. Normal working hours are Monday through Friday, 7 a.m. to 10 p.m. which includes availability during the lunch hour. There is also a 24-hour duty assigned in Building 6.

All incoming Marines assigned to II MEF Headquarters Group, 2d Marine Division, 2d Marine Logistics Group, and Marine Corps Base, Camp Lejeune (to include tenant units) must check in at the Reception Center located in Building 59. To locate buildings 59 and 60 make a right off of Holcomb Boulevard (main entrance) onto Molly Pitcher Drive. The buildings are approximately one-half mile down on the left and parking is on the right. This is the Joint Branch of IPAC where all personnel will complete the join audit process, complete their travel vouchers, receive reporting endorsements to their orders and complete mandated briefs before processing to their respective unit. Group audits are conducted four times a day at 8 a.m., 10:30 a.m., 2:30 p.m. and 4 p.m. The 10:30 a.m. group audit is reserved for SNCOs and Officers.

All Marines who depart Camp Lejeune will process out through the Outbound Branch which is located on the 2nd floor of Building 60. Whether personnel are in receipt of permanent change of station orders, are separating at their end of active service, being administratively separated, or retiring, they will all process out of Building 60.

The Director, Deputy Director, SNCOIC, Command Support Branch, Customer Service Branch, Deployment Branch and the Quality Control Branch are all located in Building 6. To locate Building 6 you must get on Holcomb Boulevard and go until you get to the traffic circle. Take the first right turn at the traffic circle onto McHugh Boulevard then the next right onto Post Lane. The building is located on the right-hand side of the street. With the exception of the joining and outbound processes, all personnel administrative support requirements are accomplished within Building 6 and are coordinated through the unit S-1 personnel.

Lodging and Housing
Lejeune Inn (Temporary Lodging Facility)
The Lejeune Inn, consisting of 90 units, provides many amenities for military personnel and their families arriving in this area. The Inn is centrally located near a variety of snack bars, the main Exchange, banks and the Commissary. Each room has a kitchenette and is stylishly appointed for the comfort and convenience of its guests. Reservations are strongly recommended. Those not in PCS status may reserve rooms up to 21 days in advance. Those in a PCS status may reserve rooms up to 30 days in advance and must provide a copy of their orders. Family Housing
The Housing Office assists service members and their families in locating on-base or off-base housing. The Housing Office at Camp Lejeune oversees more than 4,700 public-private venture units aboard Camp Lejeune and neighboring MCAS New River. Many homes are new or recently renovated, and others are in the process of new construction or renovation. All privatized units offer central air conditioning and heating.

Among the 659 privatized housing units in the Berkeley Manor Area, there are three and four-bedroom units designated for E4 through E9. Also, located at MCAS New River there are 260 housing units designated for SNCOs and 89 housing units designated for company grade through senior grade officers. There are eight two-story housing units located at Courthouse Bay, all of which are three-bedroom units designated for field grade officers. The Hospital Point area has 21 two-story housing units with three-bedrooms and a garage. These units are designated for company grade and chief warrant officers.

There are 698 housing units in the Midway Park Area. These homes are two, three and four-bedroom units designated for sergeants and below. At Paradise Point, there are 513 housing units consisting of three and four-bedroom units designated for company grade through senior grade officers. Tarawa Terrace maintains 1,687 units. These homes consist of two, three and four-bedroom units designated for sergeants and below. There are 448 housing units located at Watkins Village & Watkins Grove, all of which are three and four-bedroom units designated for SNCOs and junior enlisted.

Knox Cove maintains 80 four-bedroom housing units designated for E-8 and E-9 personnel. Ten percent are ADA compliant. As of 2011 a new housing area, Heroes Manor, came aboard and will have an end state of 560 housing units designated for junior enlisted. These homes are three and four bedroom units and ten percent ADA compliant.

Another new housing area being developed, Knox Landing will have 186 three and four-bedroom housing units designated for E-6 through E-9 personnel. Ten percent will be ADA compliant.

Applications for assignment (DD Form 1746 and CG MCIEAST Addendum) to on-base PPV provided quarters should be completed and mailed, or hand carried to the Family Housing Office, Building TT-43, Tarawa Terrace as soon as a military sponsor knows of an upcoming move to this area, or within 30 calendar days of reporting for duty. When the DD Form 1746 and its addendum are sent in, the applicant will be placed on the inactive waiting list until they have physically checked in to their unit and reported to Family Housing. If the applicant physically reports to Family Housing within 30 calendar days after officially reporting for duty at Camp Lejeune, their control date will be the date of detachment from their last permanent duty station. When you apply for Camp Lejeune Marine Corps housing you will need one of the following:
Original orders with original reporting endorsement.
Copies of original orders and reporting endorsement, certified by your commanding officer to be true copies.
A letter from your commanding officer to the director, Family Housing, giving the date you detached from your last permanent duty station and the date you reported to Camp Lejeune for duty.
Page 3 from your Service Record Book (Marine personnel); Page 5 from your service record book (Navy personnel).
v Military sponsors must report to the Family Housing Office prior to renting, leasing or purchasing a home. The Family Housing Office is responsible for validating applicants and for providing referrals to the PPV Partner for housing. Family Housing is always the military service member's first stop for on-base family housing. Waiting times for assignment to privatized housing vary from one to 12 months.

In addition to information on privatized housing, the Family Housing Office maintains listings of available off-base rentals and sales and can provide information on the off-base, set-aside program. The set-aside program is designed to assist in offsetting some of the normal costs associated with housing in the civilian sector. The office also provides listings of public and private schools, local health numbers, emergency numbers and numbers to local lodging. Hours of operation for the Family Housing Office are Monday through Friday, 8 a.m. to 4 p.m.

Department of Defense
Identification (ID) Card Issue
Identification cards are issued at the Camp Lejeune Reception Center in Building 59. Hours of operation are Monday through Thursday, 6:30 a.m. to 6 p.m. and Friday, 6:30 a.m. to 4 p.m. Service members can schedule an appointment to receive the Common Access Card (CAC) online at http://www.lejeune.marines.mil. Go to "CAC-ID Card Center." For more information, call (910) 451-1005/2727.

Private Vehicle Registration
Base registration is required for all motorized vehicles operated aboard Camp Lejeune. Temporary vehicle passes can be obtained at the Visitors' Center adjacent to the Main Gate. Personnel that are permanently assigned to Camp Lejeune must register their vehicles with the Vehicle Registration Section at the Camp Lejeune Reception Center, Building 60. Permanent decals are issued at the Reception Center, Monday through Friday, 7:30 a.m. to 5 p.m. Call (910) 451-1793 for more information. Permanent decals are not issued on weekends or holidays and shouldn't be placed on vehicles during extremely cold weather. The following documents are required to obtain a permanent Department of Defense vehicle decal:
1. Valid armed forces identification card or DoD ID card.
2. Valid state operator's license.
3. Valid state registration for the vehicle.
4. Declaration page (if vehicle is registered out of state) showing proof of the minimum motor vehicle liability insurance required by the state of North Carolina: $30,000/ $60,000/$25,000.
5. Service members under 26 years of age must present evidence of having completed the defensive driver course offered here or at another Marine Corps Base.
6. Valid motor vehicle state inspection sticker or certification if required for the state in which the vehicle is registered.

Temporary Vehicle Pass
Temporary vehicle passes can be obtained at the Visitors' Center at the Main Gate. For additional information call (910) 451-2197.
The following documents are required to obtain a temporary vehicle pass:
1. Valid state operator's license.
2. Valid state registration for the vehicle.
3. Proof of insurance.
4. Rental vehicle contract if applicable.
Marines and Sailors reporting TAD to Camp Lejeune should present a copy of their orders at Building 60 to obtain a temporary pass. The pass will be issued for the length of TAD.

Motorcyclists
Motorcycle operators must meet the same requirements as automobiles. In addition, they must have in their possession an endorsed motorcycle license from their home state or from the state of North Carolina. The following is the motorcycle registration policy at Camp Lejeune:
1. Motorcycle owners who are enrolled but have not yet attended the Motorcycle Safety Foundation Basic Riders Course will register their motorcycle(s) with the Provost Marshal's Vehicle Registration Office on the installation and receive a 30-day temporary pass, which will allow adequate time to complete the BRC. If the motorcycle owner is unable to attend the BRC within 30 days due to valid extenuating circumstances, e.g., extended field exercises, deployment, etc., a second 30-day temporary pass may be issued by the Provost Marshal's Vehicle Registration Office with the approval from the individual's Commanding Officer.
2. Motorcycle owners who have completed the BRC but have not yet attended the MSF Experienced Riders Course or Military Sport-bike Riders Course will register their motorcycle(s) with the Provost Marshal's Vehicle Registration Office on the installation and receive a DoD decal good for six months, to allow adequate time to complete the required follow-on training (ERC or MSRC). This requirement can be waived up to 12 months with approval from the individual's Commanding Officer if the motorcycle owner is unable to attend the ERC or MSRC within six months due to valid extenuating circumstances, e.g., temporary additional duty, deployment, etc.
3. Motorcycle owners who have completed the ERC or MSRC will register their motorcycle(s) with the Provost Marshal's Vehicle Registration Office on the installation and receive a DoD decal good for three years. At the end of each three-year period, individuals will complete an approved motorcycle safety refresher course and present the certificate of completion to the Provost Marshal's Vehicle Registration Office to renew the registration for another three years. Approved motorcycle safety refresher courses include the ERC, MSRC, Advanced Motorcycle Operators School Course and sanctioned "Motorcycle Track Days" or "Motorcycle Rodeos" that focus on speed, direction and braking challenges.
4. Motorcycle owners transferring to Camp Lejeune or one of their tenant commands will register their motorcycle with the Provost Marshal's Vehicle Registration Office within 30 days of reporting and receive a pass or DoD decal commensurate with the level of motorcycle training the rider has received.
5. Motorcycle operators will carry a valid certificate of completion from the required MSF or approved motorcycle safety refresher course(s) while operating a motorcycle. For more information call (910) 451-5903/ 5725/7454.

The following information is required at all times when operating a motor vehicle:
1. Valid armed forces identification card.
2. Valid state operator's license.
3. Valid vehicle registration.
4. Valid insurance with drivers listed on the policy.
5. Valid motor vehicle inspection certification for vehicles registered in North Carolina.
6. Driver's Improvement Course Card for service members under 26.

Firearms Registration
All privately owned firearms on base must be registered with the Base Provost Marshal, Room 102, Building 3. Only those persons living in base housing (family quarters) may maintain their firearms in their quarters. BEQ and BOQ residents must store their weapons in a unit armory. The brand name, model number, serial number, location of, caliber, barrel length, action and proof of ownership are required for registration. For more information, call (910) 451-2455.
