Banking
The Navy Federal Credit Union has been serving military and civilian employees aboard the base since 2002. NFCU is the largest credit union in the world, offering a wide array of products and services from savings accounts to mortgages and everything in between. NFCU proudly serves active-duty and retired military personnel, Department of Defense civilian personnel and contractors who work aboard a DoD installation, as well as their family members. Current operating hours are Mondays through Fridays from 9 a.m. to 5 p.m. and Saturdays from 9 a.m. to 1 p.m., except federal holidays. Chapel
The Base Chapel offers religious support to single and married personnel and their families. The chaplain has a sincere concern to provide meaningful worship experiences, mature counsel and learning opportunities in Christian faith and human relationships.
The command religious program offers many activities for spiritual and personal growth. People are encouraged to contact the base chaplain for information about and assistance in contacting congregations of particular faiths. The Base Chapel is open Mondays through Fridays from 7:30 a.m. to 4:30 p.m., and the chaplain is available 24 hours a day. During off-duty hours, the chaplain can be reached through the Officer of the Day at (229) 639-5206.
Civilian Workforce
Development Division
The Civilian Workforce Development Division, Civilian Human Resources-Southeast, provides training services to managers, supervisors and employees. Training services include the purchase of training for on-site and off-base training to enhance the performance of employees in their daily work functions and the coordination of other mandatory training services.
The division manages the Civilian Career Leadership Development Program, which is designed to increase the leadership competencies of civilian employees; the Tuition Assistance Program to assist employees with the payment of college tuition costs and other fees; various logistics courses for both civilians and Marines through Headquarters Marine Corps; centrally-managed Headquarters Marine Corps leadership programs designed to enhance the leadership competencies of civilian employees; and testing services for employees requiring tests to maintain certifications as required by their positions.

Commissary
The Marine Corps Logistics Base Albany Commissary is located in Building 7501 adjacent to the Marine Corps Exchange.
The Commissary is open Tuesdays, Wednesdays and Fridays from 10 a.m. to 6 p.m.; Thursdays from 10 a.m. to 7 p.m.; Saturdays from 10 a.m. to 6 p.m.; and is closed on Sundays and Mondays.
The Commissary offers physically-disabled patrons the opportunity to shop 30 minutes before the store opens. The store also features a wheelchair ramp at the store's entrance, front-of-the-line privileges for the disabled and handicap designated on lane three.
The store director, store administrator and department managers can provide information about the many weekly managers' specials. Active-duty and retired military, National Guardsmen and reservists have unlimited commissary shopping privileges, check-cashing privileges, credit and Supplemental Nutrition Assistance Program card use.

Equal Employment
Opportunity Division
The Equal Employment Opportunity Division provides the administration and management of the following EEO Programs: Model EEO/Affirmative Employment, Special Emphasis, Alternative Dispute Resolution and Discrimination Complaint Processing.
This division assists in the development of a Model EEO Program with strategies and recommendations to eliminate the disparity among the protected groups, when applicable.
This division also develops EEO training for managers, supervisors and employees to foster open communication between management and employees; advises and counsels managers, supervisors, employees, job applicants and former employees on EEO law, executive orders, directives and the Navy's policy on EEO; administers the EEO complaint process and informs individuals of their rights and responsibilities regarding complaints of discrimination based on race, color, sex, age (specifically for those age 40 and older), religion, disability (mental/physical), national origin and reprisal (prior EEO involvement) in accordance with the Equal Employment Opportunity Commission directives and regulations.

Labor/Employee
Relations Division
The Labor/Employee Relations Division provides guidance and advice to managers and supervisors on the administration of the Master Labor Agreement as well as management and employee rights and responsibilities. Assistance is provided to supervisors in maintaining positive and productive employee relationships and in avoiding unfair labor practices.
Assistance is also provided to managers and supervisors on matters concerning conduct, disciplinary actions and performance-based actions. Personnel in this section process employee grievances and serve as the liaison between the activity and the Human Resources Service Center-Southeast on employee benefit matters such as health and life insurance programs, Thrift Savings Plan and retirement. Labor/Employee Relations Division personnel are available to advise management and employees on concerns regarding the Incentive Awards Program, the Performance Management Program, leave and overtime issues.

Legal Assistance
Legal Assistance is provided for all active-duty and retired service members and their family members only. Services include attorney, notary, vehicle registration tax waiver, bill of sale or affidavit, etc.

Medical Facilities
Naval Branch Health Clinic, Albany
The Naval Branch Health Clinic is located on Marine Corps Logistics Base Albany in Building 7000 on Matthews Boulevard. Patient care hours are Mondays, Tuesdays, Thursdays and Fridays from 7:30 to 11:30 a.m. and 1 to 4 p.m.; Wednesdays from 7:30 to 11:30 a.m., due to staff training.
Pharmacy hours are Mondays through Fridays from 7:30 a.m. to noon and 12:30 to 4 p.m. The Pharmacy is closed weekends and holidays.
The NBHC is the "Primary Care Provider" for active-duty personnel and their family members who are enrolled in TRICARE Prime and assigned to the NBHC. "Medical Sick Call" and "Dental Sick Call" are provided for active-duty personnel.
Regular dental care is conducted Mondays through Fridays, beginning at 7:30 a.m. for active-duty military personnel. Routine dental examinations and cleanings are done by appointment.
To make an appointment, call (229) 639-7871, Mondays, Tuesdays, Thursdays and Fridays from 7:30 a.m. to 4 p.m. and Wednesdays from 7:30 a.m. to 11:30 a.m. Emergency dental care is available anytime during working hours. Space available care for family members and retirees is generally not available, but second opinions regarding specific dental needs can often be provided.
NBHC also provides overseas screenings, by appointment, for active-duty personnel and their family members. For services not provided within the clinic, such as specialty care, a referral from the primary care provider to a civilian provider in the local health care network is required. Call the central appointment line at (800) 529-4677 to schedule an appointment.
The central appointment line is open Mondays through Fridays from 6 a.m. to 8 p.m., Saturdays and Sundays from 7 a.m. to 3:30 p.m. and some holidays. After hours, this number is forwarded to the nurse advice line, where beneficiaries can speak to a nurse to receive specific health care guidance for home (self) care, or if necessary, be authorized and directed by the nurse to seek urgent or emergent care.
The Out-Patient Pharmacy fills civilian and military prescriptions for active-duty and retired military and their family members who are enrolled in TRICARE Prime and TRICARE Standard. Formulary lists are available at the Pharmacy window. To access the Pharmacy Refill phone line, call (800) 628-7427. Refilled prescriptions are available for pick up in one to two business days.
Another benefit available for TRICARE enrollees is the Mail-Order Pharmacy, Express Scripts. Information on this service is available at the TRICARE Service Center or online at http://www.expressscripts.com.
NBHC provides "routine" occupational health services, by appointment, for civil service employees stationed aboard MCLB Albany. Call (229) 639-5557 to make an appointment. A "dispensary permit" signed by your supervisor is required before services are rendered.
Tobacco cessation, healthy weight and healthy heart counseling are offered through the health and wellness program for eligible TRICARE beneficiaries. Call (229) 639-5542 for more information.
Also located within the NBHC is the local TRICARE Service Center. A list of local "participating" providers can be found by calling (800) 444-5445.
After-hours Care
Patients now have an after-hours nurse advice line available. The nurse can help with home care advice and other options, such as urgent care. Call (800) 529-4677 or (904) 542-4677 for after-hours assistance. It is extremely important to get authorization prior to going directly to the urgent or convenient care. If there is a life-threatening emergency such as potential loss of life, limb or eyesight, go directly to the emergency room.

The MCLB Albany Dental Clinic is co-located with the Health Clinic in Building 7000. Dental sick call is conducted Mondays through Fridays at 7:30 a.m. for active-duty military personnel. Routine dental check-ups are done by appointment, but the staff will accommodate walk-in requests whenever possible. Phoebe Putney Health System
Phoebe Putney Health System, a civilian health care system in Albany, Ga., is a network of hospitals, family medicine clinics, rehabilitation facilities, auxiliary services and medical education training facilities. Founded in 1911, the flagship hospital Phoebe Putney Memorial Hospital is one of Georgia's largest comprehensive regional medical centers and is licensed for 443 beds. The health system also includes Phoebe Worth Medical Center, a critical access hospital, in Sylvester, Ga., and Phoebe Sumter Medical Center in Americus, Ga. Phoebe also manages Southwest Georgia Regional Medical Center, a critical access hospital in Cuthbert, Ga., and Phoebe Dorminy Medical Center in Fitzgerald, Ga.
Phoebe is committed to the highest levels of excellence in providing health care and health-related services in a caring environment, reinvesting in advanced medicine to give citizens access to quality care close to home. Phoebe is the only comprehensive cardiac services center in Southwest Georgia offering a Chest Pain Center, comprehensive cardiac services, heart, vascular and thoracic surgery, and electrophysiology. The Phoebe Cancer Center, accredited by the Commission on Cancer, is one of the busiest and most advanced in the Southeast and offers a large array of programs for the prevention, screening, diagnosis and treatment of cancers of all kinds.
Phoebe is one of six designated prenatal centers in Georgia and is the region's only provider of neonatal care. Phoebe is the only hospital in South Georgia that has robotic surgery with the addition of a da Vinci Surgical System that has application in three specialties - urology, gynecology and general surgery. The hospital also has comprehensive services in several areas, including cardiology, oncology, women's and children's services, orthopedics, bariatric and wellness, physical and sports medicine, musculoskeletal medicine, maternal fetal medicine, gastroenterology, neurology and neurodiagnostics, neurosurgery, surgical oncology, home health services, sleep disorders, hospice care, occupational medicine, wound care, outpatient surgery, behavioral health and advanced imaging technology. Phoebe North
Phoebe North is an acute care hospital in Albany, Ga., owned and operated by the Hospital Authority of Albany and Dougherty County. Phoebe North served the community as Palmyra Medical Center since 1971 as a for-profit hospital. The 248-bed medical facility was purchased in 2011 by the Hospital Authority from its corporate owner Hospital Corporation of America. The hospital has been renamed Phoebe North and continues to operate as an acute care hospital with emergency services and rehabilitation services.
Public Affairs Office
Community Relations
The Public Affairs Office conducts the Community Relations Program, which encompasses public events outside the base and requests for support of civic, local, government and school activities. The program also coordinates requests for base tours, band requests, volunteer and color guard support. Newspaper (The Emblem)
The Emblem is the authorized, unofficial publication of Marine Corps Logistics Base Albany. As such, its contents do not necessarily reflect the official views of the U.S. government, the Department of Defense or the U.S. Marine Corps, and do not imply endorsement thereof.
The Emblem is published weekly and has a circulation of more than 3,000. It is a key medium in the base commanding officer's internal information program, used to communicate mission-essential information to Marines, sailors, civilian employees, retirees and their family members.
Service members, civilian employees, retirees and family members are invited to submit articles for inclusion in The Emblem.

Staffing and Classification
Advisory Division
The Staffing and Classification Advisory Division provides advisory services to managers and supervisors on the following human resources functions: establish, classify and update position descriptions; advise and assist on setting the area of consideration for all vacancies; execute the Merit Promotion Program and also develop new and innovative recruitment strategies, i.e., intern programs, "co-op" programs, etc. The SCAD is currently comprised of four human resources specialists and four human resources assistants with organizational assignments throughout its customer base. The SCAD maintains professional relationships with all levels of management to put together effective recruitment plans that place the right person with the right skill set in the right position to carry out the mission of the U.S. Marine Corps.
